He governs his lands with an iron fist from the capital city of Vector, with the help of his generals, Celes, Leo, and Kefka. However, they will eventually betry him in one way or another... Kefka Kefka is one of Emperor Gestahl's three generals. Like Celes, he was also infused with the Magicite, however, while Celes remained mentally sane, something in him snapped. Although he appears loyal to the emperor at first, it becomes obvious he has ambitions of his own... Back to Top Back to Top Leo Leo is one of the emperor's three generals, different in that he was not infused with the power of the Espers. He is very loyal, more so than the emperor deserves, and tries to preserve the honor of the Empire. Banon Banon is the leader of the Returners, a group of rebels fighting to free their hometowns from the empire. Although he is relatively weak and getting on in age, his intelligence proves helpful to his cause.
