General description:
There are Interstate highways which are in principle part of the US Interstate system, with two important deviations: they are not signposted, and they are not entirely freeways.
The most important state highways 1 San Juan - Ponce, 2 San Juan - Arecibo - Mayagüez - Ponce and 3 along the east coast. These are actually also roughly the routes of the corresponding Interstates, and on those sections where the Interstates are not motorways, they have the same route. Where they are motorways, the old routes retain the numbers 1, 2 and 3 and the motorways have other numbers. An exception to this is the southern part of highway 3, which is not an Interstate.

Other roads with 2-digit numbers are main roads, some of which are also motorways.
Numbers 101-200 increase from west to east.
Zones are defined by the first digits of all numbers over 200 (thus there can not be any numbers between 1000 and 2000).
Zone numbers increase from west to east.
The suffix R stands for ramal (branch route). Puerto Rico is the only country in the world where ferries can have road numbers exclusively assigned to them. Roads are also subdivided into primary, secondary, and tertiary highways, but the same road number can have different such classes.
