General description:
Since the average 2-d number is a more important road than the average 1-d number, it seems reasonable to consider 2-d numbers to be the highest class.
2-d numbers denote main roads from Kuwait city radiating in clockwise order from 30 to 90. 1-d numbers are ring roads around Kuwait City with numbers generally corresponding to street names, e.g. route 6 has the name 'Sixth Ring Road' (sometimes the name contains 'Motorway' rather than 'Road'). 3-digit numbers are for other connecting roads.
