CIRCUMSTANCES OF
DISAPPEARANCE
Md. Tayab Ali was on his
way to Imphal in a Luna moped, when he was picked up at around 10 a.m. on
25 July 1999 near Paomai Colony, Sangakpham Lamkhai by some personnel
suspected to be army personnel. They took him away in a Maruti Van. The
van was followed by some persons of the locality in a jeep being
suspicious of the nature of arrest. The van proceeded southwards and drove
inside the premises of the 17 Assam Rifles at Kangla, Imphal.
SEARCH EFFORTS
Efforts of the relatives of
Tayab Ali to enter into the battalion was stopped by the security
personnel saying that Tayab Ali would be handed over to the Heingnang
Police Station. But he was never handed over to the police.
The relatives filed
complaints to the Heingang Police Station and the Director General of
Police. Tayab Ali's wife Mrs. Mina Khatun filed a complaint to the Manipur
Human Rights Commission(MHRC) on 20 August 1999 (Complaint no. 124 of
1999). The Commission sought reports from the Heingang Police Station and
the Director General of Police. The police report confirmed the arrest
after examining several eyewitnesses. The MHRC referred the case to the
National Human Rights Commission (NHRC). The case was placed before the
NHRC on 8 December 1999 and it has asked the Secretary, Ministry of Home
Affairs and Deputy Secretary, Ministry of Defence to respond by 14
February 2000.
PRESENT STATUS
At the time of filing this report, the
Tayab Ali is still missing and there has been no tangible result from the
complaint to the MHRC and the NHRC. |
