Crime is not under control. Whole cities are under control of crime lords, in places called Hell Zone.
In one of these Hell Zones there are illegal fighting tournaments to the death, controlled by Drexal and the 'invincible' Swordsman.
Sledge and braniff are two tough cops who have to infitrate and join the fights to get to Drexal.

Of course, it's a bad movie, with a story that's very common, and only an excuse for the fights, but .......... if you watch the movie just for the action, you'll love it. Some fighters can be easily recognized and British martial arts star Gary Daniels does a great job with his fights and some stunts.
Sit back, don't be too serious and enjoy Gary, the action and........ anything.
