Formation of Detroit's Partnership

  1920 marked the end of the bloodiest chapter in the history of Detroit's underworld. The conflict claimed the lives of more than 100 men including the leaders of the warring factions. This battle is now known as the Gianolla/Vitale war. From the ashes arose Detroits first united underworld boss in Salvatore "Sam" Catalonotte.

  Catalonotte had been a Gianolla gunman who had the a reputation as a fair and impartial arbitrator of disputes. Peace reigned amoung the underworld for 10 years under the direction of Catalonotte who died in February 1930 after a brief battle with pneumonia. Catalonotte's position as a Detroit's underworld peacekeeper was taken over by Gaspar "Gaspar Sciblia" Milazzo a powerful transplant from Brooklyn N.Y. Milazzo/Sciblia had been the leader of Brooklyn's Castellamare family untill he was forced to flee the city after directing an old world retaliatory strike against members of the rival Bucellato family in 1921.

  Milazzo/Sciblia had come to Detroit with a few loyal members of the Castellamarese mafia clan and combined with the former Gianolla gang in 1921 too form the Westside Mob. Milazzo/Sciblia fell victim to a devious plot orchastrated by Chester LeMare when he was gunned dowm while attending a peace conference as a represenative of the Eastside Mob held at the Vernor Highway fish market on May 31,1930. Following Milazzo's murder New York mafia chieftain Salvatore Maranzano the leader of the Castellammare clan expressed his support of Chester LaMare to succeed Gaspar Milazzo as Detroit's Scicilan mafia representative.

  LaMare had been the chief lieutenant of Sam Gianolla, during the Gianolla/Vitale war but had been passed over in favor of Sam Catalonotte. The leaders of the Eastside Mob "then under the direction of Angelo Meli," recognized LeMare's ambitious nature as a threat to their safety and therefore made arrangements with members of LaMare's gang to eliminate him. LaMare never had a chance in his fight against Meli and the Eastside mob who finally eliminated Big Chet from contention in the race for supremacy in Detroit's underworld on February 6,1931. The murder of Chester LaMare ended the age of two organizations in Detroit as the Gianolla/Westside and Vitale/Eastside Mobs merged with the River gang into one united organization with a ruling council of 4 to arbitrate and plot out the activities of the organization.

  This arrangement formed what is now known as the Combination/Partnership or Outfit. The Combination under the joint direciton of Joe Zerilli, William Tocco, Angelo Meli and Pete Licavoli with the help and influence of Joe Massei, remained a peaceful outfit from 1931 to the present. Following the formation of the Partnership, Willim Tocco became the dominat force in the alliance untill a 1936 income tax case forced him to concede controll of the organization to his brother-in-law and cousin Joseph Zerilli who went on to head the family untill his semi-retirement in 1970. At this time another Zerilli "Joe's son Anthony," became the third leader of the partnership.

  Joe Zerilli would return to lead the Combination following Anthony's conviction for concealing his ownership of the Las Vegas Frontier Hotel and Casino in 1974. Zerilli's second reign as the Combination leader ended with his death on October 30,1977 at the age of 79. It would be two years before another official leader would be installed to lead the Partnership but Jack William Tocco son of Vito William Tocco "aka Black Bill," the first combination head was elected the fourth leader of Detroit's crime unit on June 11,1979 in a ceremony held at the Timberland Game Ranch in Dextertownship. 21 years after his election Jack Tocco remains the head of the Detroit Partnership. His reign is currently the longest of any current mafia boss in the US.
