4.What does Wang Lequan aim at exile of the village and county cadres? In the 5 th part of the secret report of the Communist Party's
Committee of so called "Autonomous Region" Wang Lequan
put forward the problem of exchange the village cadres,
to say frankly the problem of their exile from their own
place to others. He tried to impose the responsibility for
the serious political situation on the local Uygur
cadres of villages and neighborhoods. Explaining
the reasons of the policy of exchange the ethnic
cadres between different villages he said: "We
must put into practice the exchange of the village and
county cadres, because being surrounded by relatives,
friends and acquaintances at their own places they are
not independent in political issues. We have to fulfil
this plan of exchange in 3-4 stages. It will not be
effective if we replace only the executives, since the main
group of the cadres are from the same villages where they
live, so we have to exchange these cadres too". Wang
Lequan expressed regret on the fact that the cadres
could not adjust for the oppressive policy of the government
and that they try to avoid harming their countrymen.
Speaking frankly that means the Chinese government does
not trust the cadres from villages and
counties. Explaining
the reasons of the exile of the cadres from villages and
counties Wang Lequan said: "If someone wants to be a chief
first he has to be able to leave for alien places to
work. In order to carry out the campaign of the exchange
of the cadres effectively we have to propagate the
demands of the Center on this issue. Why must we do this?
Because it is necessary to create the special positions
not related to production sphere as well as the comfortable
conditions for them to work zealously and to full
effect."
Dear compatriots, Wang Lequans statements cited mean that
the Chinese Communist government being not satisfied
with the loyalty and sincerity of the cadres to the
Communist Party, worked out the concrete plan of their
punishment through separating these poor people from their
places, relatives and countrymen and forcibly sending
them to unknown places. On the other hand it means that
the authorities came to conclusion that the Uygur cadres
being closely connected to their countrymen were not able to
fulfil the policy of the Communist Party at their places
and they must be given possibility to act more
independently at other unknown places steeling their
loyalty to the Party.
Perhaps when Wang Lequan was talking about this plan to the
high officials the latter were getting anxious about
their own future, since Wang Lequan to calm them down
said the following: "I want to talk a little bit about
the officials of the "vilayet" (region) rank, of cause
the system of cadre exchange will be common for all
ranks, but to make the permanent service serious in the
Hotan region, it does not cover the officials of
regional rank in Hotan. You should not think that you
will also be the object of exchange and continue working
calmly, at present we need to exchange and reinforce the
cadres of villages and counties
only". Dear
compatriots, if these words of Wang Lequan tell us that the
high officials of Hotan district keep loyalty to their
masters in their policy of oppression towards the local
population, on the other hand they clearly point the
great difference in the attitude of the Communist Party
towards the high and low position officials and that the
Communist Party is gradually loosing its influence among
the regular people and has to limit its activitiy by the
towns. That is why Wang Lequan realizing this danger
called for reinforcing the cadres of low ranks within the
short time. He said: "We have already begun reinforcing
the low cadres. Generally speaking, in the process of
reinforcement of the cadres of the village and county
levels we have to choose young capable men from the highest
officials and send them to the villages, we should
extremely increase the number of the cadres of the low
levels, they must work shifting group by group, some of
the comrades will be sent to other places to get
trained". At
the same time Wang Lequan being not able to trust the Uygur
cadres also told about necessity to increase the number
of Han-Chinese cadres in the villages by replacing those
sent to other places. Even not getting shy he said: " In
the course of increasing the number of the cadres of the
main level we must have a proportion of 2/3 minorities
and 1/3 Han-Chinese cadres".
Let us think: according to the "Xinjiang year-book"
published in China, at present there are 844 counties
and more than 10,000 villages within them in Eastern
Turkestan, the number of the village and county cadres
exceeds 100,000. If, according to Wang Lequan, Han
Chinese will replace 1/3 of them, our Uygur villages,
which did not have large number of Chinese population |
