MAJOR HAROLD A. KOUNS

Major Harold A. Kouns Retired from the Active Duty Air Force as the Chief, Plans and Operations, Colledge of  Aerospace Doctrine Research and Education, and  the Chief, Officer Accessions for Air University.  Responsible for providing command oversight for four related programs; Air Force Reserve Officer Training Corps (AFROTC), Officer Training School (OTS), Junior ROTC, and the Airman Education and Commissioning Program (AECP).  He acts as the liaison between Air University and the leadership of the Air Force Officer Accessioin and Training School (AFOATS) co-located at Maxwell AFB, Montgomery, Alabama.

Shortly after retirement a little obstacle called "colon cancer" reared its ugly head and he's actively dealing with that now.  "Air Power" to Chemo and Radiation therapy!

Major Kouns was born January 21, 1956, in Indianapolis, Indiana. He graduated from John Marshall High School in 1974. In January 1982 he graduated with a Bachelor of Arts degree in Psychology as the Distinguished Graduate from Saint Leo College, Florida.

The Major earned a Master of Arts degree in Management from Webster University, St. Louis, Missouri, in 1989. He's also attended Squadron Officer School at Maxwell AFB, Alabama, in 1988. In November 1990 he completed the AFIT Police Administration graduate course conducted at Eastern Kentucky University, Richmond, Kentucky. In 1998 he completed Air Command and Staff College through a rigorous program.  A graduate of the USAF Academic Instructor School he focused on applying his education to looking after 600+ American sons and daughters!

After enlisting in the Air Force in 1974, Major Kouns was assigned to the 92nd Missile Security Squadron, Minot AFB, North Dakota, where he provided site security for minuteman missiles until his departure in February 1976. From March 1976 until May 1977, he provided law enforcement, aircraft and storage area security for Incirlik CDI, Turkey. In June 1977, he was assigned to Headquarters, United States Readiness Command, MacDill AFB, Florida, where he deployed on over 17 JCS exercises, providing headquarters security, force protection, anti-terrorism,  and resource protection until his commission in 1983.

After commissioning in February 1983, through Officer Training School, the Major was assigned to the 341st Security Police and 342nd Missile Security Squadrons, Malmstrom AFB, Montana, where he performed shift commander and flight security officer duties until May 1986. In June 1986 he was assigned to the 1608th Security Police Squadron, Kirtland AFB, New Mexico, where he was the Chief, Operations Support Branch and deployed for six months as the Deputy Provost Marshall, JTF-Bravo, Palmerola, Honduras in 1987, until his departure in June 1989. In July 1989 he was assigned to the 36th Security Police Squadron, Bitburg Air Base, Germany, where he performed duties as the Operations Officer for a year and as the Squadron Section Commander until his departure in July 1992. In August 1992 the Major was assigned duties as a System Security Engineering Manager for the Aeronautical Systems Center - South/Security Police, Eglin Air Force Base, Florida until his move to Hurlburt in May 1993. In May, he was assigned as the Operations Officer/Deputy Chief, Security Police for the 16th Security Police Squadron (AFSOC), Hurlburt Field, Florida. Upon his promotion to Major he was reassigned to the Headquarters, 16th Special Operations Wing (AFSOC) as the Chief, Hurlburt Exercise and Evaluation Branch until 1996.  In 1996 he became the a Associate Professor of Aerospace Studies and Executive Officer, for AFROTC Detachment 150, located at the University of Florida, Gainesville, Florida.  GO GATORS!  In June 1999, the Major was reassigned to Ramstein Air Base, Germany, where he preformed duties as the Deputy Commander, 86th Security forces Squadron and as a staff officer for HQ USAFE security forces, helping to oversee operations at 17 main operating bases and numerous geographically separated units throughout the European theater until his assignment at Maxwell.

His military awards and decorations include the Merritorious Service Medal with three oak leaf clusters, the Joint Service Commendation Medal with one oak leaf cluster, the Air Force Commendation Medal with four oak leaf clusters, the Air Force Achievement Medal, the Joint Meritorious Unit Award, the National Defense Service Medal with device, the Air Force Organizational Excellence Award, the Air Force Outstanding Unit Award with three Oak Leaf Clusters, the Air Force Good Conduct Medal with one Oak Leaf Cluster, the Air Force Longevity Award with four Oak Leaf Clusters, and the Small Arms Expert Marksmanship Award with device.

Major Kouns has three fantastic children, Amber (25), Krista (22), and Alan (19).  He is married to a wonderful Deutscher Frau (Marietta) and has two great step-children Eddie (22) and Steffy (20).   J
