Tokiya first appears in episode 3. He attends the same school as Recca, Yanagi, Fuko, and Domon but is a grade higher than they are. He's the smartest person in their school's history. He acts very cold towards others. When he was ten, his sister Mifuyu was killed in front of him as some robbers tried to steal Ensui. Because of this, he has put away his emotions for the person that killed her. He lives only to get revenge on this person. He was taught the sword fighting technique Hyomon Ken by his mentor, Meguri Kyoza. He thinks Yanagi resembles his sister and thus is very protective of her, threatening to slice Recca in half if he doesn't protect her.
He owns the Madougu Ensui, which is able to draw water and form it into a sword. It also allows him control over other forms of water. He uses the attacks Mizu Kugutsu (Water Puppet) which creates illusion, Tsurara Mai (Dancing Icicles) which freezes the ground by stabing Ensui into it, Mizu Hebi (Water Snake), Tsurara Hebi (Icicle Snake), and Absolute Zero.
