Navigating the Lower Saint Lawrence in the 19th Century.

      The subscriber constituted agent and correspondent for the committee for managing the affairs at Lloyd's, hereby notifies all ship masters, consignees of ships, or merchandise, and others whom it may concern, that he is authorized and instructed to take information of all losses or accidents that may occur within the Gulf and River St. Lawrence, whereby the interest of the underwriters may, in any manner, be affected; and to make a report of the same to the said committee, and it is requested, on the behalf of the said underwriters, that all branch pilots, for the River St. Lawrence, will communicate to the subscriber all such information respecting wrecks and vessels stranded within the said River and Gulf of St. Lawrence, as may come to their knowledge, in order that future impositions be detected and sacrifices of the property belonging to the underwriters (when such may occur) be thoroughly understood and posted at Lloyd's, the subscriber being the sole channel through which any such information can be officially received at Lloyd's. It is also recommended to any ship masters to whose vessels, or the merchandise therein laden, any accident or damage may happen, to make the most speedy report of the same to the subscriber, who, with the more able assistance of a senior professional friend, will prescribe such method of proceeding as the law and the exigence of the case may require, in order that future claims upon the underwriters, at Lloyd's, be fairly adjusted or contested according to their respective merits.

 Tuesday, 6th August, 1811.

      Antoine Russell, pilot, for and below the harbour of Quebec, was suspended and rendered incapable of piloting any ship or vessel, for and during the term of six months, and of any of His Majesty's ships or vessels for the term of two years, being convicted of having, from a want of knowledge of the channel, ran the Amelia, frigate, the Honourable Frederick Paul Irby, Captain, on the middle ground in the Traverse, opposite to the point of Saint Roch's, on the 20th day of June last.

     A number of complaints having come before this board, against persons for piloting up vessels contrary to law; and whereas such persons have constantly endeavoured to justify themselves under the plea of necessity, and that no branch pilot could be found:
    Notice is hereby given, that the said plea of necessity will not be admitted in any case, unless it shall be proven, that the master of any vessel having a person on board as pilot, who has no branch, did continue to keep his signal for a pilot flying in a conspicuous manner at the foretop mast head, until his arrival at Quebec; and that he had not been spoken with by any pilot during his passage up.
