I read the scant Vermont gun laws years ago. Basically, it's the lack of a law that makes Vermont carry work. Bad guys are not allowed to carry guns, and that's the end of it. Since nothing says you can't, you can (remember? You have rights guaranteed under the Constitution, and Vermont does nothing to violate that). If you carry, concealed or otherwise, you violate no law. That truly is what liberty is about. Should we trust the public with so much liberty? It might be dangerous. Nowadays, you're at less liberty to do things, because of all the laws.
Simply repeal 13-3102(A)(1) and (A)(2) and you have Vermont. Since repealing the relevant gun laws is unlikely, here's a brief statute that would restore lost liberties and leave the statutes intact. Keep in mind that all of these things can be turned upside down and used against the public.

Arizona Revised Statutes, Chapter 31, is amended by adding Section 13-3116 as follows:
A.R.S. 13-3116. Person May Exercise Rights. Any Arizona resident protected under Article 26, Arizona Constitution, may carry firearms concealed from plain sight or as provided under 13-3102F or 13-3112.
