You are right, but.... Just try to actually buy explosives or blasting
caps. There are only a couple of places that sell them, and they are
*very* concerned about who they sell them to. If you can show that you are
doing bonifide mining *underground* they will sell to you. There may be
exceptions, but this is the general lay of the land. The wholesalers and
retailers are terrified of *liability* i.e. lawsuit, if they sell to
someone and anyone gets hurt.
