There is no municipality in the Province of Biliran that has no secondary school. Naval has 4 public secondary schools, 1 under CHED and 1 private secondary schools. Almeria, Cabucgayan, Culaba, Kawayan and Maripipi have 2 secondary schools each. Biliran and Caibiran have 1 secondary school each. There was an increase of 7.67% in the elementary enrolment in SY 2002-2003 over that of SY 2001-2002. In the 2 elementary private schools, there is an increase of 15.94%. Likewise in the secondary level, there was an increase of 9.47 % in the enrolment this school year over last school year. The participation rate of SY 2002-2003 was 99.10 or 3.12% increase over the participation rate of 96.10 in SY 2001-2002. This shows that almost all school age pupils are in school. This can be attributed to the wholesome classrooms and school buildings, instructional materials, SIIF projects and other educational opportunities offered by TEEP like high involvement of stakeholders in the education of the children.
