Expanding Access to Basic Education



 

a.  Strategies / Programs / Projects

 

 

·       Conducted intensive enrolment campaign through announcement in the church two weeks before the enrolment period and through welcome back to school streamers

·       Opened one (1) new school at Barangay Villacornejo, Kawayan in response to the President’s SONA commitment for school-less barangays.

·       Completed one incomplete elementary school in Filemon Nierras ES, Biliran District and one incomplete primary school in Salvacion ES, Culaba District to complete primary school

·       Organized additional monograde and multigrade classes to complete the incomplete primary and elementary schools

·       Provided new school building and repaired classrooms through TEEP SBP and SEMP

·       Coordinated with Philippine Business for Social Progress in their school building program to multigrade school and availed 3-classrooms school building at Borac ES, Naval South District

·       Involved the parents and the different stakeholders during the preparation of school vision, mission and school development plans

·       Solicited and provided free school supplies to very poor but deserving pupils in Villaconsuelo ES, Naval South District

·       Utilized the District NFE Coordinators & Mobile Teachers to recruit, organize and conduct classes to out of school youth and adults

Out of the 132 barangays in the Province of Biliran, there are 125 elementary schools.  The remaining 7 barangays without elementary schools are already served by schools in the nearby barangays since most of the poblacions have two barangays.

 

Out of these 125 schools, 110 or 88% are complete elementary schools, 9 or 7.2% are incomplete and 6 or 4.8% are complete primary schools.

There is no municipality in the Province of Biliran that has no secondary school.  Naval has 4 public secondary schools, 1 under CHED and 1 private secondary schools. Almeria, Cabucgayan, Culaba, Kawayan and Maripipi have 2 secondary schools each. Biliran and Caibiran have 1 secondary school each.

 

There was an increase of 7.67% in the elementary enrolment in SY 2002-2003 over that of SY 2001-2002.  In the 2 elementary private schools, there is an increase of 15.94%.  Likewise in the secondary level, there was an increase of 9.47 % in the enrolment this school year over last school year.

 

The participation rate of SY 2002-2003 was 99.10 or 3.12% increase over the participation rate of 96.10 in SY 2001-2002. This shows that almost all school age pupils are in school.  This can be attributed to the wholesome classrooms and school buildings, instructional materials, SIIF projects and other educational opportunities offered by TEEP like high involvement of stakeholders in the education of the children.

Multigrade Classes Accomplishments (June  to October 2002)

 

Instructional Supervision

 

·         Observation of Classes of 19 Multigrade Teachers

·         Post conferences with Multigrade Teachers

·         Conference with parents, PTCA officials and barangay officials in MG schools.

·         Check lesson plans of MG Teachers.  Explained to them the importance of writing a brief lesson plan.

·         Introduce the shifting method to new MG teachers.

·         Explained the importance of integrating values in the 5 learning areas.

·         Conducted the 2002 Search for Multigrade Teacher Achiever.

Facilities

 

·         Constructed evaluation instrument to check availability of chalkboards, books, supplies and equipment in MG classrooms.

·         Proposed the giving of 2 reversible chalkboards to each Multigrade Teacher.

 

Reports

 

·         Consolidated, encoded reports on Multigrade Schools, teachers and enrolment.

·         Submitted Multigrade reports to Department of Education Region VIII and Central Office.

·         Prepared/encoded proposed for Study – Visit of Multigrade Teachers, Administrators, Supervisors, ASDS and SDS.
