The United Nations Special Service Medal - Both Britain and Canada have recently authorized their peacekeepers, who qualify for this award, to accept and wear this medal.
United Nations Mission to Central Africa - On March 27, 1998 the UN Security Council approved a new UN mission to the Central African Republic. The mission, to be known as MINORCA, will have a mandate to provide security in the capital city of Bangui of the Central African Republic to protect key installations, supervise the disposal of surrendered weapons from former combatants, ensure the security and free movement of UN personnel and provide advice for the legislative election scheduled for the fall of 1998. MINORCA will take over from the current mission there (MISSAD), and will include troops from Canada, and likely from France, Guyana, Cote d'Ivoire, Berquina Facso, Chad, Gabon, Malay, Senegal and Togo. The military force will number approximately 1,350 troops and is scheduled to begin on 15 April 1998. This will likely result in yet another new UN medal. Canadian troops have been deployed, but still no word on the establishment of a UN Medal for this operation. (21 Jun 98) Update: Twenty more Canadian Forces members are participating in the United Nations Mission in the Central African Republic, increasing the mission strength to 62 CF members. The troops, primarily from 1 Canadian Division Headquarters and Signals Regiment in Kingston, will continue providing essential communications in Bangui. UN Medals for Haiti (UNSMI/UNSMIH/UNTMIH) - Bars - The following information was received recently from Scott Laird. "What is interesting about the UNSMIH (UN Support Mission In Haiti) medal is that I wear the UNMIH (UN Mission In Haiti) ribbon with a bronze UNSMIH bar. The Haiti medal is one of the very few UN medals with bars. There are three bars for this medal: UNMIH, UNSMIH and UNTMIH (UN Transition Mission In Haiti) . Apparently as the Haiti missions unfolded and they changed the mandate they would change the name of the mission. Well, with every UN mandate a new medal ribbon is created. This happened in Cambodia and Rwanda. Some personnel went home with two medals in a six month period because they changed the name of the mission. So I think the UN tried to prevent that in Haiti by keeping the original UNMIH ribbon and creating bars to identify service with the follow on missions. Another twist to this story occured when,as usual, the UN notified Canada of the institution of a new UN medal ribbon and Canada dutifully added the medal to the Canadian honours system. However the UN forgot to mention the bars. So, technically the UN bars for the UNMIH medal are not authorized for wear by CF members! I got this info from an RCMP member who tried to apply for his bars when he returned to Canada from Haiti. (He served with two missions UNSMIH and UNTMIH.) He got the run around from Rideau Hall. A clerk said they would turn a blind eye to the technicality. There are quite a few CF members with the Haiti bars glued to the ribbon as is common practice by tailors. It would cost alot of money to remount these medals. Scott has been awarded the following medals: UNDOF, UNSMIH and Canadian Forces Decoration and Bar. UNDOF - United Nations Secretary General Koffi Annan has selected a Canadian officer to command the UN Disengagement Observer Force (UNDOF) in the Golan Heights. Brigadier-General Cameron Ross will command the force for a period of two years and will act in the rank of Major-General. The UN established UNDOF in 1974 to maintain the cease-fire between Israel and Syria, to supervise the disengagement of forces and to delineate and supervise areas of separation. Canadian Forces members make up about 190 of the 1,064 personnel assigned to the mission. Austria, Japan, Poland and the Slovak Republic provide the remaining personnel. Canadians primarily provide logistical and communications support to all UNDOF contingents. (Ref: The Maple Leaf Vol. 1, No.10 1998)
