To: Ensign Harry Kim, USS Voyager.

Subject: Annual Promotion Review.

1. I note that your service over the past year has been outstanding, 
and that your promotion to Lieutenant is long overdue.

2. However, Commander Chakotay, who is responsible for the promotion 
procedure, is absent from Voyager for the foreseeable future.

3. In the interim period, therefore, all promotions have been 
suspended.

4. Better luck next year, Ensign.

Janeway finished typing, then looked up again at B'Elanna. "You say 
that one pip takes as much energy to replicate as a cup of coffee? I 
never knew that."
