Your circular of January 9, 1878 has been received. When I made an appeal from the examining surgeon here fixing my pension at $12 per month. I felt like despairing and now since receiving your circular saying the nearest examining board is Zanesville, Ohio, I am inclined to exonerate S.M. Howorth who has examined me often and knows my present condition, Dr. Chenington of Mason City, formerly of this place, and George K. Akely of Pomeroy, Ohio who was the surgeon of the 4th Regiment of W.Va. Infantry, all good surgeons supposed my examination would be ordered before three appointed surgeons at a point other than Ohio, say Racine, convenient to where I reside. Zanesville is 120 miles from here, the order could just as well have been Washington, so far as me making the trip. I am unable to make the trip to either place. The surgeons above have examined me often. Dr. Gatchel of Racine, Ohio has never seen me. My condition is becoming worse every day. I am forced to refrain almost entirely from any kind of labor. Surgeons all tell me to keep as quiet as possible, as exposure to cold or wet, will endanger my life. I bared my breast in defense of a Government I loved, and received a grievous wound in battle, and all I ask is an increase corresponding with my disability, all of which is respectfully submitted.

On this 5th day of October 1877 personally appeared before me a duly authorized officer of a Court of Record in and for the County and State above named. Barzilla M. Pringle, aged 47 years who being duly sworn according to law declares that he is a pensioner of the United States duly enrolled at the Wheeling pension agency and now at the Knoxville Tennessee pension agency at the rate of $12 per month by reason of disability incurred in the military service of the United States in Company K, of the 11th West Virginia Infantry Volunteers in the war of 1861. That his present physical condition is such that he believes himself entitled to receive an increase of pension; and that he herewith returns his present pension Certificate.
He further declares that he is disabled in the following manner to wit: that at the battle of Winchester on the 24th day of July 1864 he received a gunshot wound through the left breast passing out near the backbone, that he was raised up by two of his comrades, one on each side and compelled to walk two miles with their assistance. The blood spurting out his mouth every few steps and he begging [them] to lay him down and take care of themselves, that he would certainly die. They answered that he had a wife and children, that they would discharge a duty they owed a comrade, and carry him to the rear out of the way of capture, and where he could receive the attention of surgeons. That he is now convinced that these two comrades were the direct instrument in saving his life. That the army being in retreat he was conveyed by wagon and was not treated by the surgeons until three days after receiving the wound. He further declares that his disability is continually increasing. That if he is in the condition and attempts any kind of labor, he pays the penalty. The slightest cold affects that lung [left lung]. He cannot grow, make rails, chop or plow. That in his present condition is such that he will be compelled to abandon all kinds of labor. That he feels that injustice was done in his last application for an increase, and respectfully requests an increase corresponding with his disability. That his Post Office is Jackson County West Virginia.

Also personally appeared U. S. Armstrong and Warren Miller residents of Jackson C.H., West Virginia, persons whom I certify to be respectable and entitled to credit, And who by me duly sworn and say: they were present and saw Barzilla M. Pringle, the claimant, sign his name to the forgoing declaration; that they have every reason to believe from the appearance of said claimant and their acquaintance with him of many years. That he is the identical person that he represents himself to be; and that they have no interest in this claim, nor conceived in its presentation.

On this 17th day of December A.D. one thousand eight hundred and sixty seven personally appeared before me, a Notary Public within and for the County and State aforesaid, Barzilla M. Pringle, aged 37 years, a resident of Jackson County, West Virginia, who by duly sworn according to law, declares that he is a pensioner of the United States, duly enrolled at the Wheeling Pension Agency, at the rate of four dollars per month by reason of disability incurred in the military service of the United States, in Company "K" of the 11th Regiment of West Virginia Infantry Volunteers, and that his present physical condition is such that he believes himself entitled to receive an increased pension of the third grade provided for in the first Section of the Supplementary Pension Act, approved June six, one thousand eight hundred and sixty six. He further declares that he is disabled in the following manner to wit: That at the Battle of Winchester Va. Of July 24th 1864, he was wounded in the left breast, the bullet passing through the body or breast, and that in consequence of said wound, he is unable to perform but little labor, and that of the lightest kind. He further declares that since being discharged from the United States Service, he has resided on his farm in Jackson County, W. Va. And principally dependent on others for support. Also personally appearing before me, at the time and place aforesaid, Charles K. Gatchel and Newton Poling of Jackson County and State of West Virginia. Whom I certify to be respectable and entitled to credit. Who by duly being sworn according to law, declare each for himself, that they have been intimately acquainted with the applicant for eight years. That they belonged to the same Company and Regiment while in the United States Service. That they were in the battle which the applicant received his wound. That they assisted in carrying him from the field of battle, and that he is the identical person, he represents himself to be. And that he is disabled substantially in the manner alleged in said declaration. They further state that they or either of them, have no interest in this claim. Either present or prospective, and that they are not concerned directly or indirectly in its prosecution.
Sworn to and subscribed to me this 17 day of December A.D. 1867 - And I hereby certify that I have no interest, direct or indirect, in the prosecution of this claim and that the evasives and intestings were made prior to signing –
