Fault tolerance is an unvarying quantity represented by redundant hardware, such
as extra drives in a RAID unit or extra power supply in a Cisco Catalyst 5000.
Cost per user represents sunken cost in network hardware. Ordinarily, this variable does not change after a network design has been implemented. By contrast, other items like response time can be changed through tuning.
