Chief Information Officer & Head, Management Information Division
             Naval Healthcare Support Office, San Diego, California (1997 – 1999)  - Responsibilities included operation and maintenance of LAN utilizing Windows NT for servers and Windows 95 desktop applications, instruction in desktop applications, and development and maintenance of world-wide web site. Accomplishments included upgrading network structure, acquisition of over $1M IM/IT equipment at no cost to the organization, and development of successful contract for IM/IT services . Direction of contract, military, and civilian IM personnel.

Officer-in-Charge - Naval Medical Information Management Center Detachment, San Diego, California
              (1995 – 1997). Responsibilities included direction of a staff of 14 IM/IT professionals involved in establishment of LAN, application and local operating systems; developing local IM/IT policies and interpreting policies from higher level organizations; and marketing of services to other Naval organizations. Accomplishments included development of low cost networking solutions for clients.

Director for Program Analysis & Standard Personnel Management System Project Manager -
             Naval Medical Information Management Center, Bethesda, Maryland (1991 – 1995). Responsibilities included project management for a world-wide personnel information system and several medical and financial systems. Development of policy guidance that involved interpretation of guiding instructions and creation of procedures for medical statistical record keeping. Also included supervision of 27 technical and administrative personnel.

- Bureau of Medicine and Surgery, Washington, DC (1989– 1991). Responsibilities included project management for providing contract services for health care to Naval Medical Treatment Facilities. Accomplishments included programming a database system to monitor contract locations, contract status and funds obligated. Also responsible for maintenance and upgrade of departmental computer systems.

               Responsibilities included assignment of hospital personnel, maintenance of military personnel records, processing of awards, and determining staffing levels required using written standards and on-site review of work areas and work processes.
