Abstract
As a new learning tool, e-learning has captured the attention of many educators, individuals as well as critics. According to Rosenberg (2001: 28), e-learning refers “to the use of Internet technologies to deliver broad array of solutions that enhance knowledge and performance”. In Malaysia, many higher learning institutions have incorporated e-learning in their academic system management in hope that ‘it is able to enhance knowledge and performance’. This gives wider chance to study for students who cannot attend classes physically or who cannot meet the schedule like traditional students. This conceptual paper attempts to discuss the possibility of an efficient e-learning management system in Malaysia. This is actually the first part of a proposal to implement e-learning concept in Akademi Tentera Malaysia (ATMA). The methodology of this paper is text analysis. Findings suggest that there are nine management challenges (hence 9-MC) related to e-learning and they are worth some considerations and attention. The nine management challenges are technology management, financial management, human resource management, facilities management, external resource management, educational resource management, student affairs management, university governance management and security management. All these nine management challenges will then draw three implications for further consideration; firstly the readiness of the authorities in facing the challenges and secondly the acceptance of all parties involved in upholding the responsibilities. The third implication is on the quality assurance and control issue of e-learning itself. As this is a conceptual paper, the findings are hoped to give new insights for educators on how e-learning functions and how e-learning is managed. Consequently, the knowledge can be used to tackle issues like students’ reflection and development or students’ awareness and readiness to face the globalisation era.
