John B.,
Can you please point out any glaring (and maybe not so glaring) mistakes?
Thanks, Ernie
An Initiative Measure
AN INITIATIVE MEASURE AMENDING ARTICLE IX OF THE CHARTER OF THE CITY OF GLENDALE, BY ADDING SECTION 11, RELATING TO ELECTIONS.
TEXT OF PROPOSED AMENDMENT
Be it enacted by the people of the City of Glendale:
Section 1 Article IX of the Charter of the City of Glendale is amended to read:
11. Manual Ballot counts; Self-Executing; Definition
Section 11. In each election held the official certified vote totals shall be determined solely by a manual tabulation of each individual valid ballot cast.
a) Any ordinance, rule, provision or policy to the contray not withstanding. The provisions of this section shall be, in all respects, self-executing.
b) For purposes of this section, the term ballot shall mean ballots that shall be printed in plain clear type in black ink on clear white materials, and shall be of a size and arrangement to fit the contruction of the voting device.
http://www.azleg.state.az.us/ars/16/00468.htm paragraph #2 helps to define what a ballot is.
100 word description will be.
This change will assure the voting public that the election results are fair, correct and verifiable to preserve the rights to life, liberty and property of the people. "That whenever any form of Government becomes destructive of these ends, t is the right of the people to alter or to abolish it, and to institute new government". This is peacefully embodied in voting. If voting is allowed to fall into a state of no-confidence the only other way the Founders of this country left for exercising this right is through bloody revolution... Which we wish to prevent.
Just got a call from Tim Weaver. He will be the Glendale voter to file it,... yeah!
Glendale is sooooo in for IT!
