I thought you may like to read Gov. Hull's comments after vetoing SB 1297. Her comments were in letter form to President of the Senate Randall Gnant.

Her comments are an interesting read. However, they raise the following question: What was the agreement and how long must we wait before we can get pro-self defense legislation passed and signed by Gov. Hull

The "deal" is all we heard about this past legislative session. Funny, I don't remember agreeing to a deal. Besides, since when is our right to self defense negotiable? Furthermore, why must we suffer a waiting period before we can demand government return more of the rights they took from us through legislative decree?

Sincerely,

Ken Rineer President, FACT

The Honorable Randall Gnant President, Arizona State Senate 1700 West Washington Phoenix, Arizona 85007

RE: SB1297 concealed weapons permit

Dear President Gnant:

Today I vetoed Senate Bill 1297. This legislation would have disturbed the compromise on local government gun regulation painstakingly worked out last year with cities, police chiefs and gun rights advocates. This new regulatory framework has just begun to be implemented, and it is too early to make adjustments such as preempting local government's authority to regulate gun manufacturers as they see fit.

In addition, while Arizona currently enters into reciprocal agreements with other states regarding concealed weapons permits, this bill would undermine the integrity of our own concealed weapons program. Arizona's program has been recognized as one that assures permits are issued only to solid citizens who have received quality training. The supporters of the program sold it on these merits. Senate Bill 1297 undermines our program because citizens of other states would not be required to meet the same reasonable standards imposed on Arizonans.

Major changes were made to this bill in a conference committee at the end of the legislative session where the public had little, if any, opportunity to be heard. The laws allowing concealed weapon permits have been in place for seven years. Proposed changes should be reviewed by the state's Concealed Weapons Advisory Committee as well as considered by the Legislature in committee hearings where stakeholders can be heard.

Sincerely,

JANE DEE HULL Governor
