also sue DOT the drivers license people for the same reason. you can register your car by mail WITH OUT ID, but to register your car in person you MUST HAVE PHOTO ID

dear sirs:
in this letter i would like to do two things. 1) notify you that i intend to start doing business in arizona with out a sales tax license because the arizona department of revenue refused to issue me a sales tax license despite the fact that i correctly filed out the form and offered to pay the fees in cash.
2) request to file a claim agains the department of revenue and the state of arizona for discriminating against me because im a mexican.
on friday feb 16, 2001 at about 3:00pm i went to the department of revenue building on 1600 w monroe in phoenix and filled out an application for a sales tax license on the form called arizona joint tax application.
i then went arizona department of revenue cashier paulette who refused to give me her last name to have the form processed and pay in cash for the license. paulette scribble a number on the form (i-17-5045r) typed on her computer and then asked me for a drivers license.
i told paulette i dont drive and dont have a drivers license. and paulette said that she could not issue me a sales tax license unless i gave here some form of government issued photo id.
i asked paulette what arizona law requires me to show her a government issued photo id to get a sales tax license and she fumbled around with some papers for 5 minutes and then came back and said she could not find the law. but she said that her boss requires her to demand a government issued photo id.
i was kinda of suprized because paulette didnt ask any of the people before me in the line for photo id.
for my first question im asking you now to tell me what arizona law requires me to present a government issued photo id to get a sales tax license? if their is no law that requires a person to present a government issued id to get a sales tax license please tell me that there is no law in the arizona revised statutes that require me to have a government issued photo id to get a sales tax license?
my second question is since i filled out all the required paper work and offered to pay the license fee in cash and since the arizona department of revenue refused to issue me i sales tax license does that mean i dont need a sales tax lincese to sell in arizona?
one rather odd thing paulette said is that i could mail in the form and not provide a government issued photo id. she told me that in that case it would take the buerocrats at the department three weeks to a month to process the sales tax license. that was a rather odd statment.
does the state of arizona to assume that every citizen it comes in contact with is a criminal and demands government issued id so they can run them thru the computer to see if they are wanted? and only after a citizen proves they are not a criminal the state will then do business with them?
last ill just assume that either paulette or the arizona department of revenue are rasist and the only reason paulette demanded government issued id from me is because im a mexican. in that case im asking that you file a complaint against paulette and the arizona department of revenue for discriminating against me because of my race. what do i have to do?
