Hi,
Wasn't there a question as to whether the publicity pamphlets
for the Transit 2000 here in Phoenix came out after the early
ballots were distributed.
The Arizona Court of Appeals just ruled that a Tempe election
that changed the charter was invalid because the publicity
pamphlets did not come out until after the early ballots had been
distributed.
and the webmaster adds that this means the mayor
only gets a 2 year office instead of the 4 years office
that the election gave him
