Howdy - I get the same thing on a pretty regular basis and like you, I also am on several libertarian & secular humanist/freethought mailing lists (or receive mails from individuals who can be described that way).
As I do not use Outlook, I know I don't send them out (plus my virus scanner is up to date and always goes off when I receive a mail with that attachment) I know it's not me.
If you do find out who it is, thump them for me and tell them to switch to a real e-mail program :-)
