a) In each election, the official certified vote totals shall be determined solely by a manual tabulation of the valid ballots cast, any ordinance, rule, provision or policy to the contrary not withstanding.
b) The provisions of this section shall be, in all respects, self-executing.
c) For purposes of this section, in each election all valid ballots must be printed in black on white materials, and shall be of a size and arrangement to fit the construction of any voting device used.
