Here are my thoughts. I'm not so worried about the definition of "ballots," it's the word "manual" which is the crux of this thing, I think.

John B.,

Can you please point out any glaring (and maybe not so glaring) mistakes?

Thanks, Ernie

An Initiative Measure

AN INITIATIVE MEASURE AMENDING ARTICLE IX OF THE CHARTER OF THE CITY OF GLENDALE, BY ADDING SECTION 11, RELATING TO ELECTIONS.

TEXT OF PROPOSED AMENDMENT

Be it enacted by the people of the City of Glendale:

Section 1 Article IX of the Charter of the City of Glendale is amended to read:

11. Manual Ballot counts; Self-Executing; Printing.

Section 11. In each election, the official certified vote totals shall be determined solely by a manual tabulation of the valid ballots cast.

a) Any ordinance, rule, provision or policy to the contrary not withstanding, the provisions of this section shall be, in all respects, self-executing.

b) For purposes of this section, in each election all valid ballots must be printed in black on white materials, and shall be of a size and arrangement to fit the construction of any voting device used.

http://www.azleg.state.az.us/ars/16/00468.htm paragraph #2 helps to define what a ballot is.

100 word description will be.

This change will assure the voting public that all election results are fair, correct and verifiable. By assuring a manual count of ballots, the possibility of vote fraud will be minimized. No longer will voters have to "hope" that their votes are counted correctly by machines. With passage of this provision, we will all be guaranteed that each individual vote will be counted without exception. That will mean that the voices of the voters will be heard and that no election can be "stolen."

Just got a call from Tim Weaver. He will be the Glendale voter to file it,... yeah!

Glendale is sooooo in for IT!
