Just one observation: It isn't necessary to require a hand count of all ballots. It's sufficient to after the election randomly draw 3% of the precincts and hand count those. If the hand count differs from the machine count by more than .5% then the machine count is discarded and the jurisdiction is completely hand counted.

Hand counts are just no better than machine counts, although the "failure mechanisms" are different. The real check is in requiring that the machine count and the hand count match. And by not knowing until after the machine count which precincts are to be hand counted you've pretty well protected all of the precincts.
