Yes and no. They use to be until self defense advocates tried to make this point. The transit system was then "privatized" sort of. Although heavily subsidized with tax money they are not considered "publicly owned" (private public sidewalk thing all over again).
This is a very bad trend that we recognized long ago. And you'll see it getting more and more used as time goes by.
When challenged to check their guns, bus drivers were instructed to turn off the bus and call for the police that would then threaten arrest for trespassing. SAFE did a seminar on this issue at the Maricopa County Libertarian Party HQ in 1994. John Karrow was the Attorney General candidate at the time and worked closely with Mike ? (I don't remember his name, but he was the lawyer that challenged the state on gun restrictions and was successful often). John Karrow had experience with activism in his earlier years and shared with us what h hought would be the tactic of the government on this issue at that training class. He called it pretty close.
The government is moving quickly to a fascist form of government where they are the ultimate control of an ever increasing number of private industries and property. This is their way of insulating themselves from having to obey the Constitutional limits to their authority by claiming private property rights.
Thngs are going to worse from here,.... get ready.
