It turns out the cops are looking at another motive:
Setting up the school district for a law suit.
She allegedly 'fessed up to writing the "threats" she received over the
past several weeks. State law is strict in saying the school district
would have had to knowingly NOT do anything after receiving threats or
there was an indication.
Letters+threats+shooting=potential big money.
