the webmaster notes: governments always seem to debate the question of how much money its ok for the government to steal from its subjects in the form of taxes.

us libertarians have always refused to discuss the issue. theft is wrong, and taxes are nothing but government theft. taxes are wrong, illegal, immoral, and nothing short of theft.

our small municipality (pop 50,000)..with the influx of telecommunications services.......is considering a right of way ordinance.....

there is much discussion on the "compensation" for right-of-way access computed using a percentage of utilities' gross receipts vs. compensation computed using a formula based on actual linear feet of wire installed within the rigt of way by a company in the municipality.

proponets of the latter say the revenues generated by the latter will be less....but there is less chance of municipality being sued by telecom companies.

proponets of the gross reciepts model prefer it because ...among other things...compensation of municipality increases or decreases in proportion to the size of the utility's business in the municipality....but they admit there is a greater chance of suits against municipality by telecom companies.

any comments...and real life examples...or web pages to find current papers or discussions of the subject appreciated..
