Shimmery fabric (blue and red)
Wide white satin ribbon
Sparkly chenille stems (pipe cleaners) in assorted colors (5 or 6 of each color)

Small yellow rick-rack ribbon
1/4" Blue ribbon
Rubber bands
Small stars (can be plastic pieces or confetti)
Instructions
Uh... I don't know how to explain how to make this. I don't have a pattern for it (I didn't use one). I glued fabric to the paper to make it sturdy. I folded the paper in half and cut out a quarter circle. I made a notch in the center and placed it around the doll's waist and adjusted the size of the notch accordingly. I folded another fabric-covered paper in half and cut out a top (it's hard to explain). I used the glue stick to glue the pieces around the doll. I cut out rectangles from the fabric-paper and glued them around the legs. I glued the satin ribbon around the edge of the skirt and boots. I wrapped the chenille stems around the arms and legs, trying to match the colors to the right places. I cut out a rectangle of the red fabic-paper and glued that around the doll's waist. I glued chenille stems in the shape of a rainbow on the belt and added a tiny plastic star (yes, it's a piece from the Moon Dreamers playset..I only have a few pieces from it. Mom got rid of the playset itself long ago). I glued 2 red chenille stems to the dress to make it look like the red suspenders, and I glued a yellow chenille stem around the neck. I tied the doll's hair in a ponytail with a rubber band and a blue ribbon. I then glued a red sequin star to the ribbon, and glued the yellow rick-rack ribbon to the shoes.
Tips
~ Use rubber bands to hold costume pieces together while the glue dries ~
~ Try it on a small doll first. ..and make sure it's one you don't care about ~
