"The Department of Housing and Urban Development, through its Demonstration Program in Open Space, Urban Beautification and Historic Preservation, participated with the City of Pulaski, Tennessee, in a study of the open space role of the abandoned cemeteries."
"Unlike most public works or architectural projects, no significant precedents existed relative to the solution of problems encountered. Public acceptance of the rework itself and the final design solution were dominant concerns throughout the project."
"No burial records could be found of interments made within the Old Graveyard, so information visible on the remaining monuments was used as evidence in court proceedings. The court also held that the lack of sufficient maintenance and the resulting deterioration of the cemetery were sufficient cause for the proposed rework in order to provide a permanent memorial park for the City of Pulaski."
"The final design solution features...smaller headstones and fragments...placed in low curved concrete walls. Three dimensional objects, such as obelisks and "table" memorials, were placed along the walks. All but five stone segments were assembled."
"Care was exercised in excavations for the wall footings to avoid possible interference with graves. No graves were ever disturbed."
