Raye in her opinion has the best leadership qualities of all the Sailor Scouts. As a teenager, she is popular among people her own age. She goes on more dates then the others. In the begining she didn't like Serena and found her wrong, personality-wise,  as being leader. Later however, she realizes how wrong she was. Then she helps Sailor Moon out. By being a strong shoulder during Sailor Moon's troubled times.
