The movie opens up and we are treated to a view of a city at dusk. The scene shifts to an apartment room. Shizuka's lover is fixing her a drink. He slips an engagement ring into the glass. He shows her the glass and asks her to marry him. They embrace and kiss. The screen goes white and we see the jaws of a monster. We then see a view of Earth along with a female voice speaking. "In ancient times there was only the great mother. She came before and will remain long after. She brought all things into being. She created mankind. Frail ones who grovel and strive, weak ones who are often afraid. The mother wanted them to be strong and unafraid like her. And so she created the demon masters. Without consciounse or fear to teach mankind to fight. The demons proved a worthy adversary - too worthy, as they threatened to destroy mankind. And so the Guardians were created to provide an ally for the weak, an advocate for peace, an instructor in the path. The battle lines were drawn. Demons and Guardians eternally linked, yet irrevicably opposed. Their hatred consumed them like a flame that smoldered, igniting, burning, destroying. It is a flame that will not be extinguished until one of them ceases to exist...forver." The screen flashes again and we are taken back to the story where a nude Shizuka is being assaulted by the monster. It picks her up by the head and she begs him to stop. She begins crying. We hear a snap and a loud scream and the monster jumps from the window and runs away. We then see Shizuka's severed arm and she throws up bile. A military chopper flies overhead as soldiers converge on the monster who has just finished munching on one of their men. They open fire in vain. The bullets just fall off its thick flesh. The chopper sets down soon after. The commanding officer knows their dead and orders the park they're at to be closed down. Kudo is there too and sends an elite unit in to fight the monster. They use tasers on it and knock it out. The Long twins argue with Kudo about where to send the creature. They decide on Kudo's club, much to his anger. We go back and see Shizuka walking the streets constantly saying "I must kill...the demon..." to herself. She stops in the middle of a road but doesn't notice the insane guy shooting people. Just as he's about to blow Shizuka away, a man dives in and saves her. The screen goes black. We next see Shizuka in another apartment room where she is given a drink by the man that saved her. He introduces himself as Tenku. He questions her for walking around alone at night in that part of town. She says she's looking for a demon. He explains why there's a bunch of demon heads around the room- they belong to his friend. Tenku says she could go meet his friend since they both seem so interested in demons. Tenku explains about why no one can live in this part of the city- a disaster by an unknown force wiped most of it out years ago. It was here that he met Tsunami Shijo. We shift ahead and see Shizuka walking in to Tsunami's office area. He asks what she wants. She says she needs to find the demon. Tsunami asks what she will do when she finds it and responds that she will kill it. Tsunami says he himself will kill it. We shift ahead again as Tsunami is flying in his hover car which is abruptly shot down. The Long twins float above him in defiance. Tsunami recognizes them as wind manipulators and asks if they work for Takamiya. and what it is they want. They want Tsunami to forget about the girl. Tsunami responds cooly, "I know why you're here and I'm going to have to deny your request. Huang gathers some energy and sends a wave of dark matter Tsunami's way. He flies up into the air to avoid the resulting explosion. Tsunami turns and fires his own energy. Huang tries to block it but it goes through his hand and Chen's chest. Huang curses then shoots a beam from his mouth. Tsunami again dodges but the beam slices a building in half and makes it explode. Tsunami's gone when they try to find him. Tenku tells Tsunami about a lead he has about Kudo's sex club. He thinks the beast is there and also explains that women who work there have been disappearing lately. Tsunami goes to this club, the Crystal Box. We see two nude prostitues sneaking away from the sleeping man in order to steal some money. They are suddenly locked into the hall and the monster appears and devours them both. Kudo is watching on a minitor and seems entertained. His secretary comes up on screen and says a man by the name of Tsunami Shijo is waiting for him. Kudo goes down and meets him. Tsunami asks if he has a unique type of animal, the kind with a horn. Kudo says he has no such thing but he will call Tsunami if he does get something like that in. Tsunami leaves and Kudo sends two thugs after him. They attack him in an ally, opening fire with a handgun and a machine gun. Tsunami's forcefield protects him from the metal slugs. Realizing they're getting nowhere, the men pop odd red and white capsules into their mouths. Their bodies get huge as their muscles triple in size. Tsunami looks amused, "You know, that stuff will kill you." One of them picks up a dumpster and throws it at Tsunami who eradicates it before it hits him. The other grabs a huge pipe and tries to swat Tsunami with it. He dodges to the side and the mutant dies in a flash of blue light. Tsunami snaps his fingers and the other screams and dies. We now go to the restaurant where Tsunami gives detective Kumazawa a baggie with the red and white pills in it. He looks stunned. "That stuff will kill you!" "That's what I said..." Tsunami explains that he thinks the drug contains a latent virus that has infected a man and he believes that the company called Vurgen Pharmecutical had a role in it. The detective says he'll have Tajima go to Junk to find out more. At Junk's place we see that the pharmecutical company is indeed guilty. Tajima asks the name of the company. Then Junk's heart exploded. Huang then decapitates Tajima. The twins put their power together and blow the whole place up. Shizuka is meanwhile experiencing nightmares about Fiji turning into the monster. She calls Tsunami and asks him to come over. He gets there and she wants to know how the search is going. Tsunami tells her he will say what he knows when the time is right then leaves. Shizuka along with Tenku are left alone by Tsunami, giving Tenku the order of watching over Shizuka. They go back to the apartment. Shizuka secretly slips a sleeping solution into Tenku's drink while he's in another room. They talk and Shizuka finds out more about the search from Tenku, including the name of where they think the creature is, the Crystal Box. The sleeping powder begins to take effect then Tenku is out like a light. Meanwhile, Kuzama and Tsunami are talking about Junk and what happened at his place. Kuzama gets another copy of what Junk was talking about, including the info about the pharmecutical company. Tsunami gets a call from Tenku saying Shizuka went to the Crystal Box. Shizuka gets to the Crystal Box where she stabs two of the guards. The scene shifts to Kudo and the Long twins admiring the monster. They eventually decide to throw Shizuka, whom the guards had just captured, in with the monster. They figure the lovers may as well be together. They present her to Takamiya who is being pumped with blood from the creature. He dlights at the thought of Shizuka being thrown in with the monster. She stands in front of the weakened monster who suddenly jumps up and snaps her arm in his mouth. She puts her mechanical arm on his shoulder and produces a short sword which she stabs him in the neck with. He digs his massive claws into her back. Before she dies she tells him she always loved him. The beast lets out a giant scream of sorrow. The wall explodes. Huang asks Takamiya if they can kill Tsunami now. He gives them the go-ahead. Kudo tells Takamiya everything is complete and he replies that he must put his hand on the activation panel to complete the final step. Takamiya's body erupts into a gigantic demon. He sends out many tendrils which impale Kudo in many places. Takamiya devours the dead man. Takamiya destroys the building he's in and stands his full massive height. Huang compliments his appearance. The scar on Chen's chest suddenly biggens to glow. We see Tsunami up in the sky. The glowing light expands and she screams "Help me!!" then shrieks as her body disintegrates. Huang is severly angy now. He sends energy flying all over. He misses Tsunami who pops up behind him. "Baby sister's gone...", he taunts. "You've lost your temper....and you know what that means. Your power's drained, wasted on anger." "I'll kill you!", Huang screams back. Huang's body disintegrates and Tsunami moves on to meet the creature and check on Shizuka. Tsunami explains that he will send the creature to another world free of pain and suffering. The monster and Shizuka disappear in blue flames. Tsunami heads up to fight Takamiya. The evil demon seems to think everything that's happened is like a play. "Act 1, help the girl. Act 2, girl dies, demon dies, and a superflorus brother and sister act meet a timely end. And now...act 3, a fight to death? That would certainly be a fitting climax and very theatrical I'm sure. Or shall we use a different script? Why not? Let's talk...engage in dialogue. It's been 30 years....30 years since we last saw eachother. When you fought me that day you created a great darkness. You, the guardian of mankind, send tens of thousands of people to their deaths. But not me. I was injured but I survived. I did not die. It's ironic. Since that day, you, the master of light, have lived in darkness and I, the master of darkness, have reigned...reigned in the light created for mankind. A mysterious living thing...they will embrace the darkness only to turn and then exert their power to resist it. It is what they call a paradox....a beautiful word, paradox. Look at the world they've created. Look at the prosperity. It is this prosperity that has allowed me to thrive, aquire a new body and unlimited power. The Earth is small with man. And the Earth is weary of their rule. You and I, Tsunami, are the meaning of the Earth. Let the humans feed us, provide us with pleasures and power. We've had a long relationship. Let's no longer fight. Let's rule together. Rule!" "No! 30 years ago I made the mistake of falling in love with a human being. And 30 years ago you made sure that love would not survive so you killed that woman and took her from me forever. Today I come to face you for her and for all mankind." "But if I had let that relationship continue you know you would have become human, mortal powerles, you should thank me!" Tsunami begins hurling energy at Takamiya but it doesn't do too much. With a couple of good shots Tsunami takes off both of Takamiya's arms. He sends out those tendrils and impales Tsunami. He pulls him against his body. He delights at the thought of absorbing such a powerful man. After some talk and some taunting from Takamiya, Tsunami pulls away. "I did not come here to fight. I came here to watch the end of your existence." Tsunami takes a breath and they both disappear. They reappear far from Earth. Tsunami drifts away. "Give evil nothing to oppose and it will disappear by itself. Farewell." He snaps his fingers and Takamiya explodes in a monolothic manner, nearly engulfing Earth. Tsunami falls from the heavens and plummets back towards Earth.
