Washu is the smartest being in the universe. She is over 20,000 years old (and looks only 12). Basically, she can do just about anything, which includes transforming (eg. Little Washu to Washu) and accessing subspace.
In the OAVs she is one of the three goddesses, her sisters, Tsunami and Tokimi, being the other two. The goddesses are very powerful and each with a special power or skill.
Once married and with child, Washu was very contempt. She had even said that her bady and husband were her life. Then her husband took the baby and left because his family failed to see Washu as a suitable wife (HA! STUPID FAMILY!). Due to these circumstances, Washu developed strong maternal instincts and qualities. This is shown when she nurses Tenchi's newborn nephew (episode 8), and by the way she feels for Ryoko (deep inside). Washu once even asked Ryoko to call her "mommy". For Ryoko, Washu created Ryo-ohki, a cabbit. Both Ryoko and Ryo-ohki were developed from a combination of one of Washu's ovum and the Mass.
During this time, Washu was a graduate student at the Galaxy Academy. She was at the top of her class and comanded respect from the other students. This was how she was able to have Dr. Clay, a rival of Washu's, kicked out of the academy. Unfortunately for Washu, she was kidnapped by Kagato, her jealous assistant whom she had already made a ship for, the Soja. She was rescued about 5,000 years later by Mihoshi (funny how the dumbest being in the universe was able to save the smartest).
This is where the OAVs bring Washu into the story, and slowly reveal her history to the viewers. For those who haven't seen Tenchi Muyo! Ryo-oh-ki (OAVs) or Tenchi Universe (the TV series), I suggest you watch them immediately.
