1.) You have to be at least a Saiyan.
2.) You must be pure and have a pure heart
3.) You have to have a high enough power level to pass the limits.
4.) To "activate" the SSj mode, you have to be really mad and I mean mad.
Once being able to turn SSj, it becomes easier every time.
