The Sultanate of Ishbaar

Populace: Humans, Desert Nomads; 165,100 people
Capital: Tel Hadar (pop. 12,350)
Government: anarchy
(In name only) His Omnipotence, Sultan Turrosh Sarlin
National Alignment: chaotic evil
Languages: High and Eastern Ullysian (*=minor)

Once the roaming grounds of scattered Kalemi desert nomads, Ishbaar was "civilized" under Ullysian rule. The new way of life was too foreign for the desert residents and Ishbaar's government crumbled into civil war after the destruction of much of Tel Hadar in 1178 and the mental breakdown of Sultan Sarlin at the hands of his Grand Vizier.

Geography: Ishbaar is almost entirely arid, being the western-most country on the Illerian Desert. In fact, there would be no structured government here at all, if the Ullysians had not seen fit to install one, as the geography makes governance almost impossible.

Climate: The temperature rarely falls below 70 degrees, even at night. Since Ishbaar is so close to the equator, it does not have a winter season and is hot all year-round. The highlands of the Lunderhart Mountains, in the south of the country, can get cooler in Neukalt and Tiefkalt.

History:

Politics: The sultan is insane, and a civil war has broken out. Sultan Turrosh has a mockery of a court in Tel Hadar with Abdur Harez as the Grand Vizier, but he does not realize he has lost all control. All of the nobles and advisors in court are scheming and fighting for control, but the more remote nobles have started outright fighting. The major nobility of the sultanate is as follows:

Military Units: Ishbaar has no organized army anymore, just private militias warring with one another, and a few remaining guards in Tel Hadar.

The Kingdom of Zakhar

Populace: Humans, Desert Nomads; 296,980 people
Capital: Kur-Telon (pop. 31,570)
Government: monarchy
His Worshipful Mercy, Arunah, King of the Sun
National Alignment: lawful good
Languages: Eastern and High Ullysian

Known for the most powerful Navy on the Marvent Sea, Zakhar has had only limited relations with the outside world. Founded by a minor noble from the Issachar Empire shortly after the Great Dragon Wars, Zakhar's self-imposed isolation is an attempt to keep the chaotic politics of the north from disturbing it's ordered way of life. It has transformed into an interesting mix of Issacharite, dwarven, and native cultures that, nowadays, is very different from Imperial Issachar and like nothing in the Northlands. While trade across the northern coast and through Kur-Telon is encouraged, any travel into the interior is strictly controlled and discouraged. Since the Giant Troubles engulfed Zakhar's ally Sancerre, the country has retreated further into isolation and there are few in that troubled region who can reestablish contact.

Geography: Zakhar is mostly desert, ringed by the Lunderhart Mountains on its southern and eastern borders. Zakhar lays claim to significant portions of the highlands there, all the way to Laurania Gap.

Climate: The arid portions of the country suffer through excruciating heat throughout most of the year, while the temperature drops as one approaches the mountains, or Sancerre.

History:

Politics: Zakhar is a feudal kingdom headed by the Sun King that haas purposely remained cut off from the rest of the Northlands. This self-imposed isolation was to prevent the chaotic northern politics from affecting the country. Its army is very weak, but the navy is a powerful force in the western Marvent. Trade is encouraged on in Hysanthas, Kur-San, and a handful of trading outposts along the northern coast, but all travel into the interior is strictly controlled and discouraged. The recent Giant Troubles have forced the Sun King to retreat further into isolation. Given the instabilities in that region, there are few that can try to reestablish contact.

Military Units: The Zakharian Navy is the best trained and biggest on the Marvent but its numbers were greatly hurt by the Giant Troubles; it is slowly recovering. The army, which was and still is small, is well known for its light calvary. It took a ferocious beating at the hands of the giants from Sancerre. King Arunah has ordered its size doubled.
