Street Fighter II
Ryu
Ryu is probably the best character in the game, although Sagat makes a fairly convincing argument as well. Use the Hadouken (D,F,P) or Super Hadouken (B,D,F,P) to keep your foes at bay. If they get to close, throw them or use the Hurricane Kick (D,B,K) or Shouryuken (F,D,F,P) to back them off.
Ken
Ken is utilized similarly to Ryu, except that he doesn't have the Super Hadouken. You'll want to use the Shouryuken more often with Ken, as it's more powerful than Ryu's.
Guile
Guile is great against the computer, but he's terrible against a human opponent. Be that as it may, if you stay close and attack relentlessly, you should be able to walk away victorious. You can use the Flash kick (hold D,U,K) against an air attack if you anticipate it, but the Sonic Boom (hold B,F,P) is only good to use if your opponent doesn't have a projectile.
Chun Li
Attack, attack, attack! Jumping in with a kick and following with a lightning kick (K repeatedly) is your best method of attack. Her fireball (B,D,F,P) is okay to use if you get in a fire fight, but try not to let that happen.
Zangief
Zangief has no real special moves. His Spinning Piledriver (360 on the control pad, P) his good, but only if you're right up next to your opponent. The lesson? Stay next to your foe and don't let up. You get backed away, you're in big trouble.
Blanka
With Blanka, you can use a strategy similar to Chun Li's, except with the electricity (P repeatedly), and keep close to your opponent. Another advantage Blanka has is the speed at which his forward roll (hold B,F,P) pulls off. It's a great counter move.
Balrog
Somebody get this dude some decent special moves! His dash punch (hold B,F,P) and dash uppercut (hold D,U,P) have a long range and take out a good amount of energy, but they're slow to set up, stall both before and after, and are easy to block. His shoulder charge (hold D,U,K) is a fairly good countering move, but not much good for anything else. Simply put, this guy stinks.
Sagat
The former champ is just itching to reclaim his title, and he has the stuff to do it. Between the high and low Tiger Balls (D,F,P or K, respectively), Tiger Uppercut (F,D,F,P), Tiger Knee (D,F,F/U,K), and the speed and reach of his normal attacks, he's a force to be reckoned with. Use him the same way as Ryu.
M.Bison
Is it just me, or does the computer use this guy far more effectively than a human? At any rate, your best bet is to attack with normal moves, as his specials take a while to pull off. However, the air stomp (hold D,U,K) is good against opponents who can't stay out of the air, and the Psycho Crusher (hold B,F,P) does block damage in triplicate. Also, his sweep kick (actually more of a slide) has great range.
