Supers are back, with 3 levels per player. No ISM select, or Groove select, or Super Arts to select. 3 level super stocks. No custom combos.
Air Recovery is back, hitting 2 or 3 Punch in the air while falling from a hit. Rolls are done by either tapping down just as you hit the ground from a knock-down, or tapping 2 or 3 Kick buttons as you land from a knock-down. Alpha Counters are NOT in the game. What's the point when you can Parry?
Taunts will have more than 3 different animations per character, and can be performed multiple times.
At least 1 air throw per fighter.

Gameplay
First of all, yes, most of the Street Fighter game developers from the past series have gone their own seperate ways. However, my idea can be applied to a different development team and yet retain the original SF feel.
Graphics
2-D. 2-D. 2-D.
however . . . to look more like an anime, cel shaded so it gives both a 2D and 3D feel. As many of you know, cel shading gives a cartoonish style found in recent games such as Wind Waker and Killer 7. Many believe its over-used, but I think it would fit nicely with Street Fighter 4 because if you think about it . . . SF1, SF2, SFAlpha and SF3, all had their MAJOR graphical updates. To move the series further, Capcom needs to push graphics to a new level. Cel shading can give a new, crisp, anime feel if done correctly. Look at this image sample of Lilith I made a few months ago. It gives you an idea of how cel shaded graphics can bring SF4 to life. But SF4 should be COMPLETELY 2D.
Sound / Voice
Samples from actual people from the specific countries. Such as Dudley from THIRD STRIKE. He sounded cool. Japanese people should sound Japanese, Chinese people should sound Chinese.
Notice Chun-Li says "Thank You" in Mandarin in Third Strike when she wins (one of her winning poses). And, evil characters should sound evil. Take Ultimate Rugal for example. You gotta love his voice in Capcom vs SNK 2.
Music
No Marvel vs Capcom 2 Jazz . . .
and no tracks that sound exactly the same as each other.
If you've listened to the Marvel vs Capcom 1 soundtrack, you'll know what I mean. Each track uses the same midi-ish instruments. I think the music should sound like actual instruments. Remix songs from the original character theme-songs that are done by REAL instruments. Hugo would have his theme song from SFIII, and Ryu would have his theme song from SF2, etc. So their songs would be "professional live band"-ish remixes of the character's pioneering stage theme song.
INTERACTIVE BACKGROUNDS
Ah here we go! CPS4. That's right, CPS4. I dont know if there ever will be such a thing, but hey, if SF4 is gonna be this ambitious I dont think it'll run on CPS3 right now. Each character will have their own stage background, also cel shaded. The backgrounds are INTERACTIVE, as in, barrels and posts, etc. Think Street Lamps that are hit, then fall down into the battlefield, and you have to jump over it in order to attack. Or, maybe your fireball can travel over it. SOME backgrounds will be "multi-area". What do I mean by this? Remember Shuma-Gorath's stage in Marvel Super Heroes? It was a never ending cycle if you break your opponent through the wall. And also in E-honda's bath house stage in Marve vs Capcom 1. You can break through the wall, and it does not interfere with the fight. How often have I seen people try to break opponents through that wall in MvC1? I like it, and I think people like it too. So imagine fighting on Ryu's SF2 roof-top (updated in cel shading), and you bash through that Japanese sign in the original SF2. After that, you throw your opponent OFF the roof onto the rooftop seen in Third Strike (Ryu's background). After a huge slam on the ground, your opponent falls through the floor and into E-honda's bathhouse stage. Then you jump in after him. This is all in 2D. Remember Ryu's stage in SF3: New Generation? You jump down onto another stage in Round 2. Same thing, but in the middle of a fight.
THE ALPHA PARRY
Parry is BACK . . . with a new addition.
In SF3, the parry does four significant things:
1. You block your opponent's attack without taking damage
2. You have a split second to retaliate
3. You get extra points toward your grade system (which will be back in SF4 by the way)
4. You gain Super Art Meter
The parry will return in my vision of SF4, but . . . with an Alpha Counter twist. Imagine being able to parry like normal. However, by using 1 level of your 3 super bars, if you hit TAUNT/START while you parry you will perform a really cool "anime cut-scene-like" counter. It does normal damage, like a shoryuken counter for example, but it'll look SICK. Like REALLY SICK. And, the novelty wont wear out too quickly because
A) since it uses 1/3 Super Meter, you have to use it sparingly.
B) there will be more than 5 "anime cut-scene-like" counters per fighter depending on the situation.
Examples,
So lets say you do this "Alpha Parry" counter when Ken is doing a standing punch, you grab his fist with one hand, smack it back, and kick him to the opposite side of the field. Lets say you Alpha Parry a jump kick from Ken, you'll grab his leg, pull him in while elbowing his head, and uppercutting him in the air with your other arm. Lets say Ken tries to sweep you, Alpha Parry, you grab his leg, throw him into the air and fireball - Ken lands on the fireball. Each character will have their own unique set of Alpha Parries.
Of course, there will be the option to normal parry as well.
FIGHTING SYSTEM
Now that you have an idea of the Alpha Parry, what about the rest of the fighting system? No crazy air combos. Just good'ol Street Fighter styles. I think the game may have some light air combos, but nothing more than 3 hits. The air combos in Third Strike were ok, like Ibuki's 2 hit and Yun's 2 hit air hits. Also, the life-bars will flash RED when its down to about 10% or 15%. If you perform an Alpha Parry during this time you will perform a Special Alpha Parry attack that you can ONLY perform to finish off opponents. It'll be REAAAALLY insane, and probably includes some sort of Super Art Finish combined with an Alpha Parry attack.

THROW ESCAPES
Tech-hits are back.
However, if you miss the tech hit and your opponent throws you, you can land it without losing ANY life by using up 1 out of 3 of your super meter by tapping TAUNT. If your opponent is grabbing you, as in "Ken's knee-throw", you can also push him away by tapping TAUNT, whils using up 1 out of 3 of your super meter. Since grabs are multiple hit throws, such as Ken's kneeing, you may lose a bit of life before realizing you should hit TAUNT to escape. So no one can say "you're cheap you're cheap"
Tag? Endurance? Dramatic or 1 on 1?
ONE . . . on . . . ONE.
This is Street Fighter. Not a cross-over game. Every SF to date is 1 on 1, with the exception of Dramatic Battle.
The end battle however will be a Dramatic fight, meaning, two on one, working against your favour.

STORY
Note that I am totally making this up . . . remember, a SF4 storyline was never made.
After the THIRD STRIKE tournament, Gill was knows as defeated, and dead after being ressurected once by his powers then killed again. However, Gill cannot be totally destroyed. He comes back, and seeks help from another. He ressurects BISON. Oh my . . . this become's interesting. Gill makes a deal with Bison. He will give Bison part of his immortality, in return for the secrets behind the Psycho Drive. Bison agrees, and Gill gives Bison the power of "partial" immortality. Gill showers himself with the psycho drive, and now they are both "partial" immortal Psycho's. LOL. Why do I keep saying partial? Here's the kicker. At the last battle which is a DRAMATIC battle, you must bring both Bison's AND Gill's lifebars down to a "critical limit" (the life bars will flash red at like 15% life left) before you finish them off.
But, as many of you know, Dramatic Battle is very cheap. And it will be almost impossible to beat the both of them at the same time. Here's what I think, the both of them are power hungry, and both think highly of themselves. The final battle stage will be multi-platform, and HUGE. No corner-trap. When you fight one of them, the other will not interfere. He will merely stand there and laugh at you. But his life will constantly sloowwwly regenerate because of Gill's immortality. From time to time, they will both step in and bash you in at the same time, but this happens only like 10% of the time.
Once you beat them, you have one final task: Destroy the psycho drive in 30 seconds. It has a life bar, and its pretty much like trashing the car.
Ending sequence will be a 30 second anime treat. Completely animated, with voice and subtitles. A different ending for each fighter.
FIGHTERS
Oh my . . . my my my . . . . why not Charlie Nash? Why no Twelve? Cause they're DEAD. You cannot change the Street Fighter storyline. Almost every character will return, unless they are dead or have no further interest in revenge, etc. As much as people like Dudley, he wouldn't be in it cause he got his car and he's all good. Characters like Ryu, Chun-Li and Guild however, will return because, well, common sense. Their storylines can be continued since they already have a strong foundation. Zangief returns, as well as Hugo (a lot of you are cheering now). Fei Long's back, along with DeeJay, Cammy, Yun, Yang, and the list continues. Almost 30+ characters make the cut. All cel-shaded, and grown up. So yeah, Sakura's no longer in high-school. Dont worry, she's in University and still cute.
Other Character storylines:
Ryu - wondering the world wondering what to do after defeating his master's killer
Ken - trying to find Bison & Gill because, well, if the world ends, so does his family
Akuma - he's not dead, just weakened. He wants to destroy Gill and Bison together as a prize.
Guile - finds out that Bison is back, and wants Gill to bring Charlie back.
Chun Li - finds out that Bison is back, and wants Gill to bring her father back.
Karin - follows Ken like Sakura follows Ryu, only this time to save the world with her money.
Charlie - NOT IN GAME
Dudley - NOT IN GAME
Fei Long - his set is destroyed by THIRTEEN . . . LOL. That's right, Gill's new minion. (look below)
Ehonda - NOT IN GAME
Sagat - Must destroy Gill and Bison before they destroy Ryu. Sagat still needs his title.
Vega - Thinks that Gill is darn ugly, so he wants to make him ALL red.
Zangief - Finds out that Hugo claims to be the strongest wrestler. dun dun dunnnnnn . . . .

New Characters: that's up to Capcom. I think THIRTEEN, FOURTEEN and FIFTEEN are good editions. hehehe
