My information comes from a runner named "Lone Gunman" (who is a reputed paranoid conspiracy buff) but I tend to trust him. Also if you take a look at the Aztlan file yourself the evidence is all there.

I think laughing man is Harlequinn. Hecate is from the Atlantean foundation. The most important source for this is Threats (a sourcebook). He also gives a hint about an astral quest (Harlequinn's back adventure), which Big D's reassures him he won't have to do again. Also in the end of the story in the Aztlan book, Big D talk to Laughin man about Wordsmyths daughter (Jane Foster).
The people all seem to be representing a group. Wordsmyth/Ehran is for Tir Tairngire, Lady/Brane is for Tir Na Nog, Usmondo is (I think) Azzania, Jungle cat is Amazonia. Your theory about Lofwyr would make sense though in the fact that he represents Germany, but I don't think this is true. Hecate is there in name of the Atlantean Foundation. Dunkelzahn wants to make the members of the Cabal see the importance of the rising mana level and powerful magic the Aztlaners practice. The Ghost Dance was a form a blood magic after all, and quite powerful. They also got Coleman (the Coyote indian who initiated the Ghost Dance).

Harlequin - there used to be hints that it _could_ be Lofwyr, but it mostly seems to be Harlequin.
- Hecate
There's a suggestion that she was Sheila Blatavska from the Atlantean Foundation (read the SR sourcebook Threats for more info); otherwise, she might be Alachia.
- Jungle cat
A minor character, he's not in any of the books. Probably an Amazonian immortal.
- Umsondo
African elf; other than that, we don't know.
There's a website in the works about all the Immortal Elves and dragons, compiling all the information available from both Earthdawn and Shadowrun.
