Because of the size of the map, I can't provide a detailed walkthrough. I'll only give the answers to these two puzzles:
- How to find the blue card. Until you find the card, you can't get into the building.
- How to set the multi-switch that controls gates 1,2, and 3.
How to find the blue card
Walk down the road until the dam comes into view. Look over the ledge. On the left there's a ledge with trees. To the right there are some concrete pillars. Jump down to them and shoot the combination buttons until they are activated:
This will cause another switch to drop down to the ledge below, so you can jump down and hit it:
This switch opens the pillar so the blue card is accessible, but you can't reach it because you have jumped off the concrete. You have to get up to the pillar. Here's one way I know to do that: Jump into the water and climb up the steps onto land, using the "no lifeguard on duty" stairs. Walk to the far end of the suspension bridge and go into the transporter:
This will bring you back to the top, where you can walk down the bridge and get the card to get into the building.
How to set the multi-switch
This switch controls gates 1,2, and 3. Only gate 3 has an actual entrance. The other two are dead ends, so you need to set this switch to the 3rd position. This will alternately unlock or lock gate #3 which is on the top of the dam near the radar dish:
Go to the top of the ramp where shown, and take the elevator down. If the way is blocked, you need to go to the multi-switch again, and cycle it until it goes to the 3rd position again. This time the gate will unlock.
