A hearing will be held on Massachusetts House bill No. 3490, a
petition by Roy Bercaw to amend Mass General Laws Chapter 140, Sec.
131 J. The text of Ch. 140 S. 131 J (an electrical weapons statute)
is below with the proposed amendments.

The scheduled hearing before the Criminal Justice Committee is
for April 3, 2001, at 10:00 AM. Room number is not available yet.

In view of the numerous high tech devices and weapons being
tested on humans for military purposes using local law enforcement
without the consent of the human subjects, penalties for possession
of these weapons need to be increased. Presently police refuse to
investigate no less stop the uses and abuses of these devices by
police, their informants and psychologists for harassment and
provocations. (They call it treatment!) It is not known how many
homicides have resulted from relentless abuses of these devices by
criminal psychopaths.

GENERAL LAWS OF MASSACHUSETTS
TITLE XX.
PUBLIC SAFETY AND GOOD ORDER.
CHAPTER 140. LICENSES.
Chapter 140: Section 131J. Sale or possession of electrical weapons;
penalties.
Section 131J. No person shall sell, offer for sale or possess a
portable device or weapon from which an electrical current, impulse,
wave or beam ***[or electromagnetic radiation, or acoustic weapons,
or sound weapons]*** may be directed, which current, impulse, wave
or beam is designed to incapacitate temporarily, injure or kill.
Whoever violates the provisions of this section shall be punished by
a fine of not less than ***(five hundred)*** ***[ten thousand]***
nor more than ***(one thousand)*** ***[five hundred thousand]***
dollars or by imprisonment for not less than ***(six months)***
***[two years]*** nor more than ***(two years)*** ***[twenty
years]*** in a jail or house of correction, or both.
