you can send messages to the receptian using a normal pager method. The receptian must had a ICQ software in he/her PC.

For your information, I had downloaded a ICQ Web-Pager program from ICQ, as shown below here,
similar like a normal pager, it allow you to send messages to my ICQ software. I will received your messages, when my ICQ software are online,
if my ICQ software are offline, the messages will shown of my ICQ software when I online it next time.
User without the ICQ software still can send a messages to the ICQ user,
by access thro ICQ homepage, User just keyin the ICQ user's UIN no. then the ICQ page will bring up
the ICQ'user own page, which allow the sender to keyin he/her messages, and send to the ICQ receptian.
