Well what you are doing when you add those four commas is disabling the V90 Protocol. What happens is, the server computer asks the modem "are you V90?" it does that a few times before it gives up, when it gives up, then it defaults to a lower Band Speed. The reasons this happens, is the server you are connecting to might have updated it's modems drivers, which causes your modem to have out-dated drivers.
