CDR-WIN is a small but good program to create CD-R, you may download a demonstration version from
Golden Hawk Technology Home Page. The demonstration version
is restricted to 1x recording speed and is functional within a maximum of 30 days only.
Suppose you are new to CDR-WIN, click the "Tools" button to build an ISO image file:

Choose "Build an ISO9660 Image File", and supply a file name for the ISO image:

About how to select files to be added to the ISO image, please refer to the manual of CDR-WIN. For version 3.6 or below,
only single source directory is allowed, which means you have to put all files and directories under one directory, and anything
in that source directory (including files and sub-directories) will be added, that source directory will appear as the
root directory of the CD.
Version 3.7 has made a significant move, multiple directories selection is allowed.
In any case, you must include the boot catalog file (eg. multicat.bin) and all boot disk images in a directory which has
been selected.
In the "Advanced Option", you need NOT to check the "Make bootable disc" box.

Back to the previous screen and click "START", the ISO file will then be created.
