He is speaking in response to the argument that the Santa Rosa Bay Expressway Authority and Figg Engineering should be responsible for environmental devastation alleged to have been done by their contractor.

He says: "What you have read in the papers is an allegation of a purposeful, negligent act perpetrated by a contractor hired by the process. And how you can hold the authority, the only way you can hold the authority there or Figg engineering, is if it was in the plan to say 'go dump concrete in the bay.' Now, absent Figg or the authority saying go dump concrete in the bay, I don't see how anyone can draw a line from that horrible action and environmental (sic) reckless behavior, to Figg and the authority."
