PHASE I: PD&E STUDY (PART B - FINAL)
The proposed project includes a new bridge over the Indian River to be located in St. Lucie County, Florida. The project study area is shown on Figure 1. The first phase of engineering services has been divided into two (2) parts to accommodate the funding constraints of the St. Lucie County Expressway Authority. During the first phase the PD&E Study services has been divided in Part A - Feasibility Study and Part B - Final. Part A of the PD&E Study has been completed.
During Part A of the PD&E Study, alternative bridge crossing corridors were examined connecting U.s. 1 to AlA in the study area. Part A of the PD&E Study analyzed multiple corridors and concluded with selection of a Preferred Alternative for the project considering environmental impacts, fatal flaw analysis, engineering analysis and feasibility. The Preferred Alternative is located at Walton Road as shown in Figure 2.
Part B of the PD&E Study will conclude the PD&E services for the project. The Preferred
Alternative chosen during Part A of the PD&E Study will be refined. The Draft Preliminary
Engineering Report, the Draft Environmental Impact Statement and all other draft reports from
Part A of the PD&E Study will be completed and the Public Hearing on the EIS accomplished.
After the Phase I: PD&E Study, then the following phases of work will be accomplished:
Phase II Implementation - This will include preliminary and final design, permitting, right-of-way acquisition, and construction bidding.
Phase III Construction Engineering and Inspection - This will include reviewing the construction to ensure that the project is built in accordance with the plans and specifications.
