According to the article, the Factory's' of the locally made Dynamite, known as BOGAS BOGAS, are on the Island of DALUPIRI, which is also known as San Antonio Island in the Province of Northern Samar, Philippines.
Dalupiri is a typical Paradise Island and lies just inside the San Bernadino Strait off the North Western coast of Samar.
On the Island is a rich village called BURABOD, known locally as "Little Borneo" or "Dynamite City"
In that village are the Dynamite Suppliers and Factories.
From that village lives the Congressman and Island Mayor

The Philippine National Police (PNP), have a list of 8 "Suspects", the first two names on their list are a Mr Toleran who is a Councillor of the Municpality of San Antonio and Mayor Bagiuso.
The Illegal Dynamite factory's are owned in part and protected by the Mayor of the Island of San Antonio. N.Samar.
The Mayor is a cousin of the Congressman of the First district of Northern Samar, the Hon. Harlin Abayon, (a strict Seventh Day Adventist), who was also the Governor.
Congressman Abayon and Mayor Bagiuso were elected with dynamite money so they are both are bound to protect the Marine-life and coral destroyers and thereby GUILTY of the same!
And now we find out that they even Kill Divers!"
