MEMO ABOUT THE NPI-SIEMENS PRESS CONFERENCE AT 22.07.1998 IN ISTANBUL.
THE DEMOSTRATIONS FROM GREENPEACE AND ANTINUCLEAR PLATFORM-ISTANBUL.
NPI (SIEMENS-FRAMATOME) HAD A PRESS CONFERENCE IN ISTANBUL AT THE 22.07.1998. THE QUESTIONS OF THE SCIENTISTS, ENGINEERS AND ENVIRONMENTALISTS MADE THE SPEAKERS SWEAT.
AFTER THE CONFERENCE IN THE LOBBY NEXT TO THE CONFERENCE ROOM DOWNSTAIRS 9 ACTIVISTS FROM ANTINUCLEAR PLATFORM-ISTANBUL OPENED OUR BANNERS AND OZGUC FROM BOGAZICI UNI. READ OUR PRESS-RELEASE .
AFTERWARDS GP ENERGY CAMPAIGNER MELDA KESKIN INVITED THE AUDIENCE TO THE LOBBY UPSTAIRS TO READ THE GP PRESS RELEASE. AS WE WENT UPSTAIRS WE SAW THAT GREENPEACE ACTIVISITS CHAINED THEMSELVES TO THE BALCONY OF THE LOBBY AND THEY UNFURLED FROM THE BALCONY A HUGE BANNER "ATOMHAUSIERER NICHT ERWUNSCHT" "NUCLEAR SALESMEN OUT NOW" WHICH HOTEL SECURITY PULLED ROUGHLY AND HURT 3 GP ACTIVITS SLIGHTLY. THE PROTESTS OF THE AUDIENCE WAS GREAT. THE HOTEL MANAGER CALLED THE POLICE AND 2 GREENPEACE ACTIVISTS WERE TAKEN TO THE POLICE STATION INTO CUSTODY. 7 GP ACTIVISTS INCLUDING MELDA AND EBRU VISITING THE POLICE STATION TO ASK FOR OUR FRIENDS WERE TAKEN ALSO INTO CUSTODY. AFTER 7 HOURS THEY WERE RELEASED FREE. ALL PROMINENT PRIVATE TV CHANNELS REPORTED IN THE EVENING NEWS OUR OPPOSITION IN THE P.C. OF NPI AND GREENPEACE ACTION WITH GREAT RESPECT AND COVERAGE, PAYING MUCH IMPORTANCE. AT THE 23.07.1998 ALL OF THE DAILY NEWSPAPERS WITH NATIONAL EDITION WITHOUT ANY EXCEPTION REPORTED THE DEMONSTRATION OF GP AND ENVIRONMENTALISTS
AT THE PRESS CONFERENCE OF NPI WITH COVERAGE AND PHOTO. THIS IS THE BEGINNING OF A HARDER TIME FOR SIEMENS IN TURKEY. WITH THE PARTICIPATION AT THE AKKUYU NPP BIDDING DESPITE THE OPPOSITION OF THE LOCAL INHABITANTS AND THE INCREDIBLY SHOCKING STATEMENTS OF THE SPEAKERS IN THE PRESS CONFERENCE, SIEMENS LOST ALLREADY THE IMAGE IN TURKEY.

At the 22.07.1998, 9 activists from Greenpeace and 9 activists from Antinuclear-Platform-Istanbul went early in the morning to the Polat Ronesans Hotel in Yesilkoey, near the airport, where Ulrich Fischer, President of the NPI (Siemens-Framatome Concortium) was going to make a press conference at 10.00 A.M.
In the lobby downstairs next to the conference room there was an unusual pompous buffet with shrimps sandwiches etc.
In the Conference room there were many journalists and TV cameras, some of them were invited by us. Prof. Dr. Ilhan Talinli from the Istanbul Technical University, Environmental Department and Celal Besiktepe, Vice President of the T.M.M.O.B (Union of the Turkey's Chambers of Architects and Engineers) and Huseyin Yesil (the former Head of the Chamber of Electrician Engineers-Istanbul) whom we invited, came also timely.
The Head of the Board of Directors from Siemens Turkey Dr. Arnold Hornfeld, who is a Turkish citizen and speaks a perfect Turkish, made the oppening speech and told that they organized this conference to correct some misinformations and incomplete knowledge which occured recently in the press, that the lifetime of the nuclear reactor due to the specification is 40 years but due to the recent inventions maybe 100 years and such a reactor will be online for ever. On a question according to the decommissioning he answered that they have time for this. Arnold Hornfeld introduced Ulrich Fischer with the words : " He is one of the few persons on the world who has been working 29 years long on nuclear issue, he is one of the most important authorities." In the press-info, disseminated to the press it was written that Ulrich Fischer has been gratuated from the Berlin Tech. Uni and is working since 1969 at Siemens AG. He has been working at Siemens in Brazil, in South America, and later in China. In 1995 he was
named to the General Manager of NPI.
Ulrich Fischer made a half an hour promotion speech telling that the offered NPP for Akkuyu , Neckerwestheim-2 typ Convoi is the most advanced, most secure, most efficient technology of the world. He told that the PWR which they offered for Akkuyu NPP project produces about 7 cubic meters waste a year, the discharge water contains zero radioactivity and the gas emmissions are clean and contain nearly zero radioactivity. He said, on the other side the PHWR's produce a great amount of waste which is very radioactive.
Ulrich Fischer said: " There are many problems of Hydroelectric plants. Because you built dams. If the dams break you spoil a great part of landscape. Because for the storage of the water you need a lot of area." He said further: "Solar is today very expensive. Let's hope that it becomes in the next future cheaper. If it is possible use solar energy, yes please use it. We can not produce large power plants with solar energy. Too expensive. We can not effort it."
To the first question according to the nuke waste Ulrich Fischer answered that waste problem is solved in Germany, the citizens in Germany are living happily around the NPP's , salt mines prepared as the nuke waste storages solved the problem.
Ulrich Fischer told that the nuke waste of Akkuyu will be stored 20 years long in the NPP's facility. And he is very much confident, that during this 20 years, brilliant intelligent people in Turkey will find a solution whatever will be done in the future with this waste.
One German journalist opposed: " I am living in Germany. German people, on the contrary what you told, are not living luckily with NPP's and nuke waste. Even the transport of the waste provokes great problems. The waste can be transfered against the opposition of the German citizens with the help of 30.000 security forces, and hundreds millions of DM security costs . Recently a scandal broke out, that the containers of the nuke waste are radiating."
Ulrich Fischer told him why, the reason was such a simple thing like cleaning the outside of the containers with a towel was forgotten.
On a question if this typ of NPP could be used to produce nuke bomb material, Ulrich Fischer told that it is impossible to use the proposed PWR for producing nuke bombs.
Ulrich Fischer told that there is no project for the waste management of Akkuyu , but they offered to TEAS a nuke waste dumpsite project for the total waste of 10 NPP's which will be built until 2020 including Akkuyu-1 (THEY CALL THIS PROJECT "AKKUYU- ONE" ! Emphasis added-Aynur ).
On a question according to the earthquake Ulrich Fischer told that NPI's offer Neckerwestheim-2 typ Convoi would resist the two fold earthquake of Adana. He told: "If this earthquake would occur in Akkuyu, this would not harm our NPP. Because we built until now as NPI NPPs in the earthquake zones like Brazil and Rhine in Germany, where heavy earthquakes are high possibility. The NPP building, which we offer is solid to resist the earth quakes two fold of Adana. However thanks to the special security measurements of high technology, there can be never any leaking of radioactivity to the environment."
Ulrich Fischer told that the offered reactor type Neckerwestheim- 2 has 4 automatic security locking systems and he said: "To protect the reactor from dangers outside against an airplane crash for example and also to protect the environment from inside there is an additional shielding of concrete approx. 2,5 m . This is normal concrete feinforced with steel. This is designed in such a way that also a military airplane crashing on such outsite of the reactor will not make any damage in the plant.".
One journalist asked the question who would cover the insurance against any NPP accident in Akkuyu. Ulrich Fischer answered that during the procedure of the construction they will cover the insurance against all possible accidents but they don't know what TEAS will do after the NPP will be on line, we should have to ask TEAS about.
Selahattin Hakman, the General Manager for the Power Plants of Siemens-Turkey, told that the proposed NPP for Akkuyu produces only 7 cubic meter nuclear waste a year, and calculating the lifetime of the NPP as 50 years, this will make only 350 cubic meter also fill a room like this. In Akkuyu at the NPP site surrounded by fence is much place to store the waste which will be produced from the NPP during lifetime in a room like this.
Ulrich Fischer told that the waste from the proposed NPP is compared to the coal thermal plants which produce huge amounts of radioactive ashes, a very small quantity. He said that the waste from the NPP can be used after mixing with other materials at the construction of asphalt roads.
Ulrich Fischer told that the coal thermal plants are much more radioactive than the NPP's and produce much more waste. "Hard coal fossile fuel power plants are having radioactivity seven times more than NPP's. It's strange but it is true."
And he showed the list of the heavy metals like arsenic in the ashes of coal thermal plants. He said that the nuke waste is not much in quantity, the hospitals' are producing the greatest amount of waste.
Ulrich Fischer said: "There is everywhere radioactivity in our daily life. A small quantity of radioactivity is usefull. We visit the thermal baths to benefit from the radioactivity of the geothermal water."
Arnold Hornfeld said that it is very easy to store the nuclear waste. " We can dig a hole in the Taurus mountains and store the nuke waste there ", "In Akkuyu the NPP site surrounded by fence is a huge area, in this site the waste can be stored easily." He said that with clever Turkish engineers they will find a solution for the nuke waste in 20 years.
Celal Besiktepe (the Vice President of the Board of Directors of T.M.M.O.B.) said:
Arnold Hornfeld answered : "We are here only presenting our technology. Turkey has made a wise decision to built a NPP. Turkey invited NPI to bring the technology. This is a political decision of Turkey. "
Prof. Dr. Ilhan Talinli said: " You claim that the radioactivity content of the discharge water will be zero. Which metod are you using to clean the discharge water ?There is not such a method existing in the world. You claim that the radioactivity of the gas emmissions are nearly zero which is also impossible. You say that there will be less than 30 cubicmeters a year solid waste and you are proud that the amount is small. You claim that you reduce the nuke waste of 30 cubicmeter a year to 7 cubicmeter a year. This operation does not mean a method for cleaning or irradiating. If you make the waste's quantity smaller, the radioactivity level will not be less. You stated to store the nuke waste in the Taurus mountains. And you claim, that this method is different than the previous ones to eliminate the nuke waste. In the past nuke waste was thrown secretly to the Ocean, to the North Sea and was transferred to the 3. world countries. You tell us that the nuke waste of Akkuyu will be fixed with cement and put
into barrels and will be buried in Toros mountains. The EIA of this Akkuyu NPP project has not been made . EIA means the selection of site. Nobody knows why this site was chosen. In your project the nuke waste management is not calculated. As a scientist I can not give you the permission to bury them in the Toros mountains. Also if the nuke waste will be buried in the NPP site in Akkuyu, this is also no method of waste management. This can be also only calculated within the EIA procedure and with the permission of the local inhabitants. How progressive your technology is, this does not mean anything for me according to the waste problem. Because there is no solution for the nuke waste in the world. You have not told us anything about the waste management yet. You boasted about your energy generating technology. We are much sceptical against your technologies remembering that German technologie failed in Bhopal and caused the death of 73.000 people with cyan gas. Your technology which you claim to be
resistant to the earthquakes of highest grade should be taken into consideration in the EIA procedure in the concept of risk evaluation. It is very clear that you intend to work in Turkey abusing the fact, that there are no environmental politics in Turkey."
Ulrich Fischer (nervous): " "May I ask you at this point of waste ? Let's engage you to find a better solution...." " Your questions are philosophical questions. We never send the nuke waste to the 3. world countries. We can speak with you about the nuke waste after the conference. The EIA procedure can be introduced after the typ of the reactor is chosen."
Prof. Dr. Ilhan Talinli: "These are not philosophical questions. But scientifical. Why are you making a press conference ? Your aim is to convince my citizens. Therefore I have to ask these questions to you. You have to give the answers. You are making philosophy."
Arnold Hornfeld: "NPI did not say, I can not built any more NPP's in Germany and will come to Turkey to built NPP's. Turkey has invited NPI to built a NPP. NPI is taking part at the bid. Turkey is going to built a NPP. I am also an engineer. The position of the Chamber of Engineers has been declared here. I dont know if these objections will prohibit Akkuyu NPP or not. What is our position among the existing NPP typs ? Less waste is at our NPP. The cleanest NPP is ours. If you want to produce energy, whatever you do, radioactivity comes out. The dams have great environmental damages. Even hydroelectrical plants cause damages. The coal thermal plants are producing very dangerous radioactive ashes. We get used to the damages of coal and water. Only against NPP there is a sensitiveness."
Ulrich Fischer said: "If Turkey chooses the Pressurized Light Water Reactor Typ in which enriched uranium is used as fuel, Turkey will be independent ". " There are rumours that NPI's reactor can not use the uranium which is produced in Turkey as fuel. The truth is that in the reactor which NPI offers it can be used as fuel uranium reserves of Turkey and also thorium reserves of Turkey." "There are nowadays many facilities around the world which are making the enrichment processing of uranium. If Turkey chooses our reactor typ using enriched uranium as fuel, Turkey will have much choices and will not be dependent in the energy issue to the foreign countries like to Russia at natural gas. Otherwise, in case if Turkey prefers Pressurized Heavy Water Reactor typ, Turkey has to import heavy water and the only country producing heavy water is Canada, Turkey will be dependent.
Aynur Tuncer said: " You made such untrue statements which shocked me indeed. According your statement Neckarwestheim-2 reactor with the most advanced technology is built in the 1980'ies with the technology of 70'ies .The safety measurements which have been developed after the Chernobyl accident are not existing at this reactor. Neckerwestheim-2 could not get any licence today due to the current nuclear law in Germany. This reactor is called in Germany " Scrap" .This reactor can not get any licence also according to the Turkish regulations because of its insufficient safety measurements. You say that the waste problem is solved in Germany. There is not any permanent waste dump site in Germany with licence. The salt mine in Gorleben has not got any licence also. The Yucca mountain in USA has not got any licence either.
There is not any waste dump site existing in the world which has got licence for permanent storage. In May at the surface of the CASTOR containers which you claim to be the safest of the world has been found 13.000 Bequerel/cm2, the limit was 4 Bq/cm2 which caused a big scandal. Whole nuke waste transport has been stopped now. Even the resignment of the Minister of Environment is an issue. You claim to solve the nuke waste problem in Turkey in 20 years which you could not solve in your own country during 40 years. You can not bury the nuke waste into the Taurus mountains. You can not dump the nuke waste in Akkuyu area. You have to take the permission of the local inhabitants. I visited the area Akkuyu. The inhabitants say they are ready to die but will never let any NPP to be built. You intend to built a NPP in Turkey hand in hand with our government against the opposition of the local inhabitants and despite the opposition of the antinuklear movement. We don't need any nuclear energy. We have our solar,
hydrolic, wind, geothermal energy resources. We need efficiency technologies and repairs at the network."
Arnold Hornfeld: " I would like to use also our alternative energy resources but unfortunately they are insufficient"
Ulrich Fischer (very nervous) :""I think, I should not answer for problematic questions, I can give you facts. Our licence authority is very careful in Germany. After Chernobyl accident, you could have as an environmentalist the datas avaliable, because in Germany, the whole country is instrumented to measure any activity. And these values are for public avaliable any time. After the Chernobyl, all power plants again looked at, if such an accident can happen yes or no.There was no change necessary to do anything in the plants. The power plant Neckarwestheim has a licence and every year it is checked internally and we have not any problem to get permission of reloading fuel
and to start operation again. This is true sense of the operation of Neckarwestheim.
One question from the Sabah newspaper: "When have you at last carried out the technology which you suggest to Turkey. Where is the last model ? How will TEAS realize the bidding method ? As I can see, there are three offers, and these three offers are coming with 3 different thesis. Three of them are different from each other. How is TEAS going to analyze them, how will TEAS decide which method is proper for Turkey ? Is there any method for this ?
Ulrich Fischer: "First we have built Konvoy plants since 80'ies. Last plant went to operation in 1986 which is a reference here for Turkey. Recently , this TEAS was interested for 5 years operation. In Brazil at the moment the power plant is
under construction, and will go to operation next year. And we're just negotiating
The reporter from Radikal asks insistently about the CASTOR containers:
Ulrich Fischer: "I'd say if you want, I can send you a report on CASTOR subject"
Tolga :"We need an answer. Just a brief answer"
Ulrich Fischer: "We don't have here for Turkey the need for CASTOR. I think you are interested what has happened in Germany to this CASTOR. An official paper, from the authority available, as well as official paper from the utilities and you
can ask in Germany there is an internationally accepted organization KDI where you can get this fact. I think you should use these facts, I can not tell you in details, because
Selahattin Hakman answered the question of a journalist about the international arbitration:
" We have no problem according to the international arbitration. The owner of this plant will be TEAS. TEAS will operate this plant. This is not a concession , but a contract with special regulations. At the new models of BOT there are some problems due to the int. arbitration. The high court has objections to the int. arbitration.
But at this model of bidding with special regulations there is'nt any problem like this."
Ulrich Fischer said that financing is a critical problem. He said that for the guarantee of the credit which they found from the banks of 14 countries, they signed a contract with TEAS for international arbitration, that TEAS accepted the int. arbitration.
Aynur Tuncer objected: "This is against our constitution. The constitutional change for arbitration has not been accepted even in the commission yet."
Celal Besiktepe objected: " To accept the int. arbitration is to by-pass our Constitution and our administrative law . This means rejecting our Constitution and our Code of Law. This means also that, allthough MAI has not been signed yet, to deliver the independency of the country to the international monopolies. Accepting the int. arbitration has no legitimacy. To accept such a convention is not under the competence of TEAS, even not of the Government."
This was the last question, Arnold Hornfeld closed the conference, saying that Ulrich Fischer had to depart to catch his airplane.
Arnold Hornfeld last words: "On the other side I am just telling you this for knowledge. Should the technical and political groups in Turkey stay out of this nuclear technology, when in the same time in Germany so many, in England so many, also in Amerika this much, are in the situation to produce the 70% of their energy from nuclear power plants, and Turkey is entering the 21st Century ? Whenever such a Power plant is build, a nuclear circle is born also. Scientists, technicians, an environment who will talk about, can gather information, and follow the developments. Of course without this power plant these circles are newer formed. This is a many-sided problem. It is not proper, that we involve into politics as a utility."
So as the audience went out of the room our activists with the banner "We don't want any NPP-Antinuclear Platform-Istanbul" were in the connected Lobby and Ozguc read the press release. Afterwards Melda Keskin invited the audience to the Lobby upstairs to read the GP press release. And as we all went upstairs the huge banner was unfolded from the balcony and the security tried to pull the banner from the GP activists who chained themselves to the balcony. The protests of the audience and the ceremony of taken away of two GP activists, Tolga and Suleyman from the police in two different police cars, took almost one hour long. All TV reporters and press waited until the departure of the police cars and made their records.
We learned after an hour that 7 GP activists including Melda and Ebru, who wanted to visit our friends in the police station have been taken also into custody. They were all released from the prosecutor at 20.30 a.m.
Later we learned that there was no drink water and tea available even against payment in the police station 7 hours long.

Our own sources of energy and the potential of them are sufficient to cover our need. We are protesting this political decision of Turkey which Turkey decided under the pressure of nuclear lobbies and monopolies "
I think that some of our opponents should give us a chance to invite them to come to such a plant and see how safe this is. I can say you're invited to come there.We have requirements in Germany,...If there would be an additional requirement,
no problem to fullfil also this. I know also that in the area of Akkuyu, there was a rumour. and also some people are making let's say bad news of nuclear.I can
only say, these people should come to see how our people are living in the surrounding of the plant, they should make up their minds by themselves......"" The main waste is not coming from the NPP's, it is coming from the hospitals, the gloves, the shoes etc. Everybody should think what to do about waste problem. What is the best solution ? This should be found."
with Brazilian to have a next power plant for next year. It will be at the same time.
Now the decision of TEAS. TEAS has a sufficient knowledge of judjement of fossil -fired power plants but not so much in respect of nuclear. TEAS has invited consultant Spanish company, which knows the technology of Westinghouse, because it has built in
Spain a power plant, they know also the technology of us because we're building in Spain also one power plant. Both power plants are very important. It means in my point of view, TEAS has taken care to think to expertise from experienced consultants. I think it is the right way for decision. I have to confirm again, as the supplier of this plant, take care not only the start of operation, but also for a bit of time after
the start of operation, that you can be sure, this power plant is operated, in accordance with limits and also experienced operators. This plant in Akkuyu can have the same operation values, which we have in Neckarwestheim."
this effect of CASTOR is some very deficient point. First of all CASTOR is a name of vessel which is used by a German company.But we have also this transport vessels coming from the French COGEMA as well as from the British BNFL. The
construction of this vessels is different.Therefore I do not want to give a general answer, you should look in detail for each transport, and for each transport these values are available"
According to our Constitution all contracts of the State with foreign utilities are to be considered as concession and have to be controlled first by the High Court. The bidding concortia are trying since January to convince the Government for a constitutional change. But it is not easy. Constitutional change has to be accepted by the parliament.
Therefore since January the Energy Minister Cumhur Ersumer and the Hikmet Cetin, the Parliaments Head and also Mesut Yilmaz, they are looking for other ways to by-pass the High Court. Such as taking the 3 judges from the Constitutional Court to the USA as Cumhur Ersumer visited USA with the energy delegation in February. At the 20th of July, Mr. Wilmer G. Gangloff who is the Manager for Development of the Important Projects at the Department of New Power Plant Projects of Westinghouse, came to Ankara and had a meeting with Zeki Koseoglu, the General Manager of TEAS. Mr. Gangloff talked later to the Anatolia Agency and told that "All countries around the world, where we constructed NPP's, accept international arbitration. Turkey must also accept international arbitration. I hope that Turkey will make an attempt towards." Ulrich Fischer and Arnold Hornfeld and Selahattin Hakman are simply telling not the truth as they say, that they signed a contract with TEAS and TEAS accepted the int. arbitration. This
means that they have much difficulties with financing because of our Constitution forbidding the int. arbitration.
