In the eyes of the law, animals are classified as 'possesions', given no more value than your couch, your television or your mothers antique wedding ring. Kids, AKA juveniles, are not held responsible for many crimes, & punishment is, for the most part, is minimul. Up to a certain age, they are viewed as innocents & so even a violent crimes are not taken seriously. That is, in my opinion, B.S. Todays 'juvenile sadist is tomorrows serial killer.' The law itself should be held responsible as it is the courts that let these children off with a slap on the wrist & its the law who enables these mini terrorists the means, freedom, to continue thier sick & depraved ways.
